본 연구는 전동휠체어에 대한 보험급여비 지급이 장애인의 의료이용에 대한 접근성을 향상시킬 것이라는 가설을 설정하였고, 이를 증명하기 위해 일반휠체어에 대한 보험급여비가 지급된 장애인과 비교, 분석을 실시하였다. 연구 대상자는 2005년 4월 22일부터 2005년 5월 21일까지 전동휠체어 및 일반휠체어에 대하여 보험급여비를 지급한 건강보험대상자 805명 중 20세 이상의 뇌병변장애와 지체장애를 가진 662명을 대상으로 연구를 진행하였다. 장애인의 의료의용에 영향을 미치는 요인으로 인구사회학적 특성 변수로 성별, 연령, 거주지, 보험료, 동거가족 수를 사용하였고, 장애특성변수로 수행정도를 평가할 수 있는 장애유형 및 장애등급 등을 사용하였고 분석방법으로 6개월 전？후 외래 방문일수의 변화량에 영향을 미치고 있는 요인을 분석하기 위하여 t-test와 ANOVA를 실시하였다보장구 보험급여비 지급 6개월 전？후 외래 방문일수 변화량이 24일 이상 증가한 경우를 기준으로 했을 때는 보장구 유형에 따라 외래 방문일수 증가 정도에 유의한 차이가 나타났으며, 전동휠체어가 일반휠체어에 비해 2.49배 외래 방문일수 증가 정도가 높은 것으로 나타났고 이상의 결과로 미루어 볼 때 이동성 장애를 가진 장애인은 외래 의료이용이 많은 경우 전동휠체어를 이용할 경우 일반휠체어를 이용하는 경우보다 의료이용의 접근성이 향상되었음을 시사한다.
This study has set virtual theory that providing health care benefits for an electro-motion wheelchair shall improve the handicapped's accessibility to medical services, and analyzed comparison data with the handicapped provided health care benefits for a normal wheelchair.
The study subject has been 662 of brain injuries and spinal cord injuries aged more than 20 years old out of 805 health care benefits subjects provided with a normal wheelchair or an electro-motion wheelchair from April 22, 2005 to May 21, 2005.
t-test and ANOVA have been performed in order to analyze influential factors of the change in outpatient visits frequency in about 6 months and Logistic Regression was done based on its results to analyze influences from a different type of a wheelchair with corrections made to other potential factors. For statistic analysis and statistic process of data, SPSS Statistic Program Ver. 10.0 has been applied.
For the analysis standard of 24 days by increase in the change of number of outpatient visits, electro-wheelchairs users visited 2.49 times more frequent than normal wheelchairs.
As per our study, it is clearly proven that the handicapped with mobility disability can access to medical services more frequent with electro-wheelchairs than normal wheelchairs. We find this study meaningful in a way that this paper has extracted results of how an electro-wheelchair helps mobility disabled handicapped's outpatient visits better than a normal wheelchair and being the first close analysis on the change of outpatient visits with health care benefits provided.
