초록
본 연구는 현재 장애인복지에서 주요 이슈이며 장애인의 완전한 사회참여를 가능하게 하는 필수적인 서비스인 활동보조서비스의 한국적 적용을 위한 모색을 목적으로 한다. 이를 위해 활동보조서비스를 우선적으로 실시하였고, 현재 한국의 자립생활과 활동보조서비스에 강한 영향을 주고 있는 미국 활동보조서비스의 배경과 역사, 대상선정 기준, 급여의 내용과 급여액, 전달체계, 재정, 그리고 문제점을 살펴보았다. 다음으로는 한국적 상황을 감안하여 활동보조서비스 제도화를 위해 고려해야 할 점들을 논의하였다. 활동보조서비스의 제도화를 위한 대상 선정의 기준으로서는 장애인 개인의 소득과 장애의 정도를 고려해야 할 것이다. 장애의 정도를 측정하기 위해서는 현재의 장애등급을 적용하기 보다는 새로운 도구의 개발이 필요하다. 서비스의 내용은 기존의 간병과 가사 위주의 서비스에서 장애인의 자립을 지원하는 서비스, 예를 들어 이동이나 외출보조, 직업보조 등의 서비스를 포함하여 장애인의 적극적인 사회참여를 지원하는 서비스가 포함되어야 할 것이다. 급여의 양은 개인의 장애정도에 따라 결정되어야 할 것이다. 전달체계는 다른 나라의 모델들의 장단점을 충분히 고려하여 시범사업을 거친 뒤 확정할 필요가 있다. 활동보조서비스 운영원칙 중 중요한 부분은 서비스 계획단계부터 실행단계에 장애인의 적극적인 참여가 보장되어야 하며, 서비스에 대해 장애인이 최상의 수준의 선택권과 통제권을 행사할 권리를 보장하는 것이어야 한다.
Exploring the Possibility of Establishment of Personal Assistance Services(PAS) to Korea: Focusing on USA
This study aims to explore the possibility of establishing personal assistance service(PAS), which is a very important issue in Korea disability policy. PAS assists s people whit disabilities to participate fully in society. First, PAS systems of USA was investigated in terms in terms of eligibility, benefit, delivery system, financing, and current issues. The reason to select USA is that USA is highly influential to Korea. Next, services similar to PASin Korea were reviewed. Finally, the article proposes some guidelines for establishing PAS. Ideally, the only criteria for eligibility are the individual’s income and the severity of disabilities. Current instruments to measure the severity of disability are insufficient; new instruments are required. Recommended services include transportation, accompaniment, and employment support as well as general assistance with general care and housework/chores. Additionally, it is recommended that demonstration programs be established to allow for the comparison of the advantages and disadvantages of various delivery systems. Most importantly, people with disabilities must be guaranteed a central role in the planning implementation of PAS.
