본 연구는 현 노령층을 위한 최저연금제도 도입 방안에 초점을 맞추고 있다. 금세기 최대의 산물인 공적연금제도의 혜택을 받지 못하고 단지 부양의무자 또는 친척들의 이전소득에 의존하는 노령 빈곤층이 점증함에도 불구하고 제도의 미비로 소득보장제도의 혜택을 받지 못하고 있다. 최저소득보장모델을 구축하기 위해 주요 복지선진국가들의 사례를 연구한 후, 국민연금제도 확대시 원천적으로 가입기회가 배제되었던 고령층과 그 이후에 출생한 노인들로 이분화하여 모델을 제시하였다. 이른바 ‘고령연금’은 1933년 7월이후 출생한 고령층을 위해서는 한시적으로 사회연대강화를 위한 ‘사회보험방식’으로, 그 이후에 출생한 65세이상 노령층을 위해서는 조세방식의 ‘최저연금’ 제도의 도입을 주장하고 있다.아울러 연금급여의 적절성 확보는 노동시장에서 그 답을 찾아야 하며, 이를 위해 우선적으로 고령근로자들이 노동시장에 오래 머물러 있을 수 있도록 유인하는-점진적 퇴직 또는 임금피크제 등과 같은 제도적 장치가 시급히 마련되어야 한다.
This study aims to introduce the minimum pension system for the current older population, who are excluded from the benefit of public pension system. The elderly in poverty, depending on the transfers from their family and relatives, is more and more increasing. Besides, they have absolutely nothing to do with income security system.
It suggests the minimum pension system in two different schemes: one is for the elderly who were born before the public pension’s initial introduction and therefore exempted from the system. The other is for the elderly who are not entitled to the pension benefit for several reasons even though they were born after starting the pension system. More specifically, the former, so called ‘old-aged pension’, can be applied to the people who were born before July of 1933, operating it through the ‘social insurance system’ to strengthen the solidarity, while the latter can be applied who are older than 65 years old, born later than July of 1933.
In addition, the way to make the benefit to an appropriate level needs to change the condition of labor market. It can be considered to increase incentives to work, by using gradual retirement model, or introduce the wage peak system.
