이 연구의 목적은 한국 복지국가 발전의 인식 기반을 살펴봄으로써 친복지정치 구축의 전략적 단초를 모색하는 것이다. 이를 위해 기존 복지정치 논의에서 중심이 된 계층(class)과 신복지정치 논의의 중심인 복지관련 이해관계를 반영하는 복지수요, 공공복지 수급경험 요인이 복지인식에 미치는 영향을 살펴보았다. 계층, 정치이념, 복지수급 경험은 복지인식 전반에 유의미한 영향을 미친다. 즉, 한국사회에서는 복지인식 면에서 구복지정치와 신복지정치의 균열이 모두 존재한다. 하위계층일수록, 그리고 공공복지 수급 경험이 있을수록 공공복지에 대한 지지도가 높으며, 특히 모든 계층에서 공공복지 수급 경험은 공공복지 지지도를 높인다. 복지재정부담 의사 면에서는 상위계층일수록 더 친복지적인데 이는 빈곤층을 위한 복지가 아니라 대부분 국민이 혜택을 받을 수 있는 복지를 지향할 때에만 그러하다. 이는 복지확대에 대한 요구를 결집할 수 있는 인식 기반, 즉 하위소득계층과 공공복지 수급집단의 높은 평등인식과, 공공복지 지출 요구가 존재함을 보여준다. 그러나 재원 동원까지 가능한 실질적인 친복지동맹 구성은 하위계층의 결집만으로는 불가능하다. 복지발전의 정치 동력과 예산제약 완화를 고려한다면 한국사회는 빈곤층 중심 복지가 아니라 보편주의적 복지 발전을 지향해야 한다. 모든 계층에게서 공공복지 수급 경험이 친복지인식을 확대시키는 유의미한 요인이라는 것은 저소득층뿐만 아니라 중상위층도 공공복지를 경험하도록 하는 것이 한국사회에서 친복지인식을 확장시킬 것임을 말해 준다.
The purpose of this study is to explore the attitudinal basis of welfare state development and to find strategical clues for constructing pro-welfare politics in Korea. In this article we tested the effects of the class which have been central elements in the welfare politics debate and the effects of welfare needs, public welfare experiences on the welfare attitude which are abstracted from new welfare politics theory. The results show that the class and welfare experiences affect on most aspects of the welfare attitude investigated in this study. In Korea, old welfare politics as well as new welfare politics are operating now. low class people and people with public welfare experience support public welfare more. However we focus on the results that high class people are more willing to share the cost of the welfare in case universal welfare expands, not the welfare targeted on the poor. So it can be said that the basis to demand welfare expansion exist in Korea. However It is impossible to construct practical pro-welfare alliances only with the low class. Considering the political motive and the budget limit of welfare state, Korean welfare development should be headed for the universal welfare state instead of welfare for the poor, as public welfare experiences make people in all classes support public welfare.
