합동개발전략에서 국가조직의 지역사회 역량강화에 대한 기여

본 연구는 기존의 국가 주도 경제성장 전략에 대한 대안으로서의 지역사회 참여중심 합동개발전략을 살펴본다. 많은 개발도상국에서 실시되고 있고, 특히 빈민을 조직하고 그들의 경제적, 사회적, 정치적, 심리적 역량을 강화하는데 역점을 둔 지역사회 참여중심 합동개발전략에 대한 기존연구가 대부분 비정부 조직(NGOs)의 중요성을 강조한 것이었다면, 본 연구는 국가조직, 즉 정부 역시 여전히 큰 역할을 차지하고 있음을 강조한다. 본 연구는 지역사회 참여중심 합동개발전략이 실시되고 있는 대표적인 국가인 브라질, 멕시코, 방글라데시의 사례를 분석하고 그로부터 다음과 같은 결론을 도출한다. 첫째, Hirst and Thompson의 주장과 같이, 국가 조직은 개발관련 활동 네트워크를 구조화/재구조화함으로써 합동개발전략에서 중요 부분을 차지한다. 둘째, 합동개발전략의 성공여부는 국가조직이 국민에게 책임을 지는 제도를 마련하고 특히 소수의 참여를 보장하는 메커니즘을 제도화하는데 달려 있다.

The Contribution of Government in Joint Development Strategy to the Empowerment of Community

As a response to the weaknesses of state-led economic growth strategy, community-participation-oriented joint development strategy has become a new and alternative tool to promote development in developing countries. Unlike recent studies on joint development strategy which focus more on the role of non-governmental organizations (NGOs), this study argues that governments also have the potential to mobilize and empower the poor in the implementation of joint development strategies, by analyzing the role of the governments in three case studies of joint development strategies implemented in Brazil, Mexico, and Bangladesh.
