이 연구는 보육이 보건복지부에서 여성부로 이관되면서 발생하는 재정지원체계를 아동복지적 관점에서 논의한 것이다. 보육은 많은 가족에게 필요한 사회적 서비스의 하나로 자리매김하였고, 이제는 공보육의 개념이 보편화되고 있는 현실이다. 이 연구를 통하여 현행의 재정지원체계, 특히 여성부로 이관되면서 발생하고 있는 문제점들을 중심으로 논의를 하였고, 문제해결을 위하여 아동복지의 원칙에 근거하여 정책적 함의, 특히 왜 보육은 아동과 부모의 권리에 근거하여 시행되어야 하는가, 그리고 전문성, 개발성, 보편성에 근거한 발전방안을 제안하고 있다.
This study tried to examine how and what kind of changing procedures has been undergo on governmental financial support system to child care fields, and to find out how these procedures have influenced on today's child care practice by the means and significance based on 2005 fiscal year budget. This study also examined to find out the factors which are influencing present financial support system and whether the operations of present system are reasonably estimated and distributed or not. Furthermore, this study tried to discuss who holds the responsibilities to operate and support child care programs under the basic principles of child welfare concept.
This study suggests following implications to promote and improve successful child care services to the children and their families through more effective distribution of governmental support; the financial supporting system and child care service fees have to be based on the principles of child' and parents' right and responsibilities within the universal concept. The operation and management of these systems have to develop functioning more effectively satisfying the child and their family. To distribute and estimate the financial assist has to be under the principle of professional and technical basis, because this researcher believes, like other researchers also agreed that the child care services are now in the hand of public responsibilities and then the governmental budget should be divided into balanced between welfare recipients and able families.
