본 연구는 복지의식에 영향을 미치는 결정요인을 분석하고, 분석결과를 토대로 복지정책에 대한 국민적 동의를 확대하기 위한 방안에는 어떤 것들이 있는지를 고찰하는데 그 목적이 있다. 이를 위해 본 연구는 2007년 한국복지패널 2차 조사의 부가조사 자료를 이용, 선행연구에서 도출된 독립변수인 자기이해요인, 이데올로기 요인, 사회화 요인, 수급자에 대한 부정적 인식과 복지의식간의 인과적 관련성은 분석하였다. 분석 결과를 정리하면 다음과 같다, 첫째 복지의식을 설명하는 주요 이론으로서 자기이해(self-interest)이론은 장애인을 제외하고는 한국사회에서 유효한 설명력을 가지지 않은 것으로 나타났다. 둘째, 복지의식을 결정하는 요인으로서 이데올로기적 요인의 설명력이 다른 여타의 요인보다도 상대적으로 높게 나타났고, 이데올로기 중에서도 자유주의적 이데올로기보다는 평등주의적 이데올로기가 복지의식에 정의 영향을 미치는 것으로 나타났다. 셋째 복지정책의 유형별 복지의식도 자기이해요인이나 사회화요인보다는 대체로 이데올로기 요인과 수급자에 대한 부정적 태도에 의해 영향을 받는 것으로 나타났다. 이 같은 분석결과를 토대로 본 연구는 평등주의 이데올로기의 확산과 수급자에 대한 부정적 인식 개선 그리고 복지세금의 증세를 위한 국민적 동의 기반 확대 등을 제언하였다.
The purpose of this study is to explore associated factors that influencing on welfare attitudes. The empirical literature that tries to explain attitudes toward the welfare policy basically refers four different determinant. That is self interest, value and norm, different socialization patterns, and a negative attitude of recipient. The analysis data for this study is a second data of Korea Welfare Panel Survey. The welfare attitude is measured by the question asking respondent's subjective idea on the welfare expenditure and welfare programs. The results of this study are as follows. Fist, The self-interest theory, the most influential theory among theories on welfare attitude, has a limit to explain welfare attitude of Korean. Except in the case of the disabled, Most variables on self-interest does not influence welfare attitude. Second, Ideology factor and negative recognition on the recipient have an impact on welfare attitude. In other words, People have egalitarian ideology and positive attitude on the recipient have more supportive attitude on welfare programs. Based on this analysis, this study suggested that improvement in negative recognition on the recipient and strengthening value of equality in welfare programs.
