초록
이 연구는 한국 사회복지행정학의 역사적 발달 과정을 조명해보고, 이를 기반으로 현재 대두되고 있는 사회복지의 행정적 실천 과제들에 대응하는 방향을 제시하려는 것이다. 한국 사회에서 사회복지행정학은 독특한 발달 과정을 겪어왔다. 학문적으로는 한국 사회에서 사회복지학이 차지하던 위상과 역할의 변용에 수반되는 영향을 받아왔다. 1990년대 이후에는 사회복지 실천 영역에서의 행정 지식의 수요 증대로 인한 직접적 영향도 받아왔다. 현재 사회복지 실천 현장은 심각한 변화를 겪고 있다. 이른바 신공공관리론(new public management)에 의해 주도되는 일련의 민영화와 영리화, 준시장화(pseudo-marketization) 등의 접근이 사회복지 공급 전반에 미치는 영향은 매우 크게 나타나고 있다. 이러한 공급 질서의 변화에 대해 사회복지학의 제반 영역들이 적절히 대응해야 하는 것이 중요한 과제로 등장하고 있다. 특히 이러한 패러다임적 변화 상황에서 핵심 지식을 공급해야 하는 사회복지행정학의 바람직한 변용은 치명적으로 중요하다. 이 연구는 한 학문 분야의 발달을 경로-의존적(path-dependent) 관점으로 파악했다. 이를 바탕으로 현재 한국 사회복지행정학의 미래적 좌표와 과제를 (1) 이론체계적 과제 3가지, (2) 교육 과정의 정비 5가지 등으로 정리했다.
This study intends to review the historical path followed by Korean academy of social welfare administration(KASWA), by which proposed are the future directions for social welfare administrative practices to be followed. KASWA in Korean society has experienced the distinctive historical pathway. Academically, it's been influenced by the position and changing roles of Korean academy of social welfare. The direct impact has been given by the increasing demands of administrative knowledge from the fields of social welfare. Recently, the social welfare provision has been experiencing a fundamental reform. The so called 'new public management' prioritizes a series of movements including privatization, profit organization, pseudo-marketization, which cause devastating impacts on the overall social welfare practices. The various sectors of the academy of korean social welfare are responsible for adapting to this change. Especially, the main burden of it is given to KASWA which should prepare for the core knowledges of the administrative methods of this new provisional paradigm. This study is based on the perspective of path dependency theory. So, based on the historical pathway reviewed, this study provides the future directions of KASWA as follows : (1) Three assignments regarding theoretical systemic change, (2) five assignments regarding realignment of educational curriculum.
