초록
한국의 다문화정책은 사회적으로 논의되고 있는 결혼이민자와 그들의 가족 지원에 초점을 두고 있을 뿐 국내에 유입되는 다양한 유형의 이민자들을 한국 사회에 융합시키는데 있어서 미흡한 실정이다. 무엇보다도 소수집단들이 주류사회로의 적응과 사회통합에의 기여는 극히 제한적임을 알 수 있다. 100년 이상의 역사를 통하여 외국인근로자를 유입하고 그들을 활용하는 독일은 경제상황, 노동시장 동향, 사회상황 등을 고려하여 외국인근로자 정책을 보완하고 시행하는 등의 외국인력 도입 정책의 경험을 가지고 있다. 실제로 그동안 시행되어 왔던 독일의 차별배제형 모델의 이민자 정책은 다문화주의의 모델 속에서 사회적, 정치적, 경제적 갈등을 해소하고 다문화사회의 통합방안 모색한 좋은 사례라고 할 수 있다. 이에 본 논문에서는 우리나라와 마찬가지로 단일민족주의를 고수했던 독일의 최근의 이민자 사회통합정책과 사회통합교육을 고찰하여 한국의 사회통합정책과 사회통합프로그램의 정착에 있어 기틀을 제공하고자 한다.
Through a cross-country analysis of integration in Germany, the Republic of Korea, this study examines the ways in which the integration of migrants is conceived in the respective national agendas and how integration policy is initiated and implemented at the national and local levels in each country.
This paper focuses on the status and problem of social integration policy for immigrants in Korea·Germany and reviews on the social integration program managing in educational organization for immigrants. According to an analysis, serious problems dealing from an increasing number of foreigners, specially financial burden, increase of crime and unemployment rate as well as expenses of social welfare in local government have been assessed. Therefore, korean government try to formulate and implement policies for improving social unity through adequate education policy, cultural and educational policy for immigrants. Therefore, this paper has discussed on the educational system of social integration program in Korea·Germany for immigrants and then suggested prerequisite conditions in order to provide a this program.
To make this social integration program success, a long-term strategy of the local government is needed. The citizen shall get in contact with foreigners to facilitate Integration. Immigrants should adapt to social Integration program, accordingly.
