An Analysis of the Causes of Low-Fertility Rate and the Directions of Future Child-Care Policies in Korea

초록
본고는 우리나라 저출산 현상의 원인에 대한 분석을 바탕으로, 이에 대비한 미래의 유아보육 정책의 방향을 제시하고자 한다. 이를 위해 본고는 우선 우리나라 저출산에 영향을 미치는 여러 요인들에 대한 비판적 분석을 바탕으로 ‘한국사회 적합도’, ‘미래사회 예측도,’ 그리고 ‘출산가정 체감도’ 세 변수를 종합한 저출산 영향도라는 개념적 틀을 제시하였다. 이어서 미래의 저출산 정책의 올바른 방향제시를 위해 주요 국가들의 유아교육？보육 정책을 분석한 후, 이를 바탕으로 우리나라 유아보육 정책에 대한 시사점과 두 가지 가족정책, 즉 출산/육아 휴가 분야와 아동보육 분야에 대한 구체적인 정책방향을 제시하였다. 본고의 논의를 바탕으로 차후에는, 본고에서 개념화한 저출산 영향도에 대한 보다 구체적인 정량적 요인분석의 변수들이 개발과 더불어 여성들의 사회참여를 촉진시킬 수 있는 실제적인 출산/육아 및 아동보육 지원책들이 마련되기를 기대한다.
This paper discusses on the causes of continuing low-fertility rate of Korean society to provide the future directions of child-care policies. To do this, this paper critically analyzes several normally suggested causes of low-fertility rate by contemplating how each of the causes is appropriate to the situations in Korea. Having done this, this paper suggests the conceptual framework of the contributing factors on low-fertility rate, which consist of fitness to Korean society, predictability of future society, and sensibility to families. To suggest the future directions, this paper, then, analyzes the child-care policies of developed countries and discusses the implications of those policies on our own.
