A Comparative Study on Community Welfare Plan in Korea and Japan

이 연구는 한일 지역복지계획의 비교를 통하여 우리나라의 지역복지계획에 시사하는 점을 도출하기 위한 목적으로, 양국 지역복지계획의 등장배경과 경험, 법적 근거, 계획 수립 및 실천을 중심으로 비교 분석하였다.
비교 분석한 결과, 양국의 공통점으로는 지역복지계획에 대한 법적 근거 확립, 지자체 사회복지의 종합화, 계획에서 주민참여 중시 등이다. 차이점으로는 계획 경험, 주민참여, 계획의 다양성, 계획매뉴얼의 단순성 등이다.
우리나라에 시사하는 점은 시도 지역복지계획의 제자리 매김, 계획에서 주민참여 강화방안 강구, 계획의 종합화 및 권역화, 계획 평가의 재점검, 계획 매뉴얼의 슬림화이다.
This study purposed to derive suggestions for community welfare plan in Korea through comparing community welfare plans of Korea and Japan, and compared and analyzed the background of the advent of community welfare plan, legal grounds, plan establishment and practice between two countries.
From the results of the comparison and analysis, the common points of both countries are establishment of legal grounds for community welfare plan, social welfare integration of local governments, importance of citizen participation, etc. The different points are plan experience, citizen participation, diversity of plan, plan manual, etc.
The points that the results suggest to Korea are proper positioning of community welfare plan, citizen participation strengthening plan at the stage of planning, integration and localization of plan, recheck of plan evaluation, and simplicity of plan manual.
