해외 고령친화대학 운영 사례분석을 통한사회복지정책적 함의：아일랜드 더블린시(市)의사례를 중심으로

초록
본 연구에서는 해외 대학을 중심으로 고령화에 따른 지역대학의 새로운 역할로 주목받고있는 고령친화대학(Age-Friendly University)의 개념을 국내 최초로 소개하고 더불어, 이를 대학의공식적인 정책이자 운영방식으로 도입？운영하고 있는 더블린시티대학교(Dublin City Universit y：DCU)의 사례를 심층적으로 분석한다. 이를 통해 국내 지역대학의 고령친화대학정책 도입의 필요성과 향후 고령친화대학 운영을 위한 적용가능한 시사점을 도출하고자 한다. 이러한연구목적을 달성하기 위해 본 연구에서는 현지사례조사를 실시하였다. 분석결과 더블린시티대학교는 중앙 및 지방정부와 상호 협력에 기반 한 고령친화적 지역사회 거버넌스를 구축함으로써 고령친화도시 정책((Dublin City Age Friendly Strategy)을 수행하는 것으로 나타났다. 특히, 더블린시티대학교는 대학이 지닌 다양한 유？무형의 자원과 인프라를 지역 고령자들에게 개방하고 이를 적극적으로 활용함으로써 고령화 문제의 해결과 지역사회 발전에 기여하는 것으로 확인되었다. 또한 고령화와 관련한 연구기능을 강화？확대하는 것은 물론, 고령친화적인 소양과 자질을 함양할 수 있는 학생교육을 통해 대학의 잠재적 경쟁력을 극대화하는 등고령자와 대학이 상호 호혜적인 고령친화대학의 운영을 통한 상생발전을 지향하고 있었다.
이러한 더블린시티대학교의 사례를 통해 본 연구에서는 고령친화대학 도입을 위한 사회적공감대 형성과 중앙정부 및 지역사회의 유기적인 협력구조, 합리적인 유인기제, 지역대학의 특성에 맞는 다양한 고령친화대학의 모델을 개발에 필요성을 제언으로 제시하였다.
In recent years, some universities have become increasingly interested in equipping an innovative role as the Age-Friendly University(AFU) as well as that of the traditional educational and research institutions within the context of an aging society. Specifically, the Age-Friendly role of local universities is being attracted wide attention because the university has been a core community organization with the capacity to effectively and aggressively address aging issues through its professional manpower and physical infrastructure of various majors. The purpose of this study is to suggest the applicable implications of the introduction of the AFU among the local universities by analyzing in-depth the case of Dublin City University(DCU) in Ireland, which is the first case in the world to implement the AFU from the official university policy and strategical perspectives. The study found that the case of the AFU of DCU does not be remained in the aged friendly policy centered on a single university, but is based on the solid inter-organizational partnership and mutual cooperation between the central government and the local community through the aging-friendly community governance, to actively and preemptively respond to the aging issue. Therefore, it suggests that the local university’s role and policy direction for the aged society in the future and the practical solution for the aging problems can be introduced in Korea.
