A Study on the Role of the Community Social Welfare Center in Korea

본 연구는 사회복지관에 대해 두 가지 새로운 해석을 제시한다. 첫째는 민간사회복지전달체계가 아니라 대다수가 정부에 의해 설립, 위탁 운영되는 공적 인프라라는 점이다. 두 번째는 자발적인 민간사회복지기관이라기보다 1980년대 말 정부에 의해 제도적으로 확대된 사회복지서비스 공급방식이라는 점이다. 지역사회 취약계층에 대한 지원과 서비스 공급을 종합적으로 담당하던 사회복지관은 최근 다음의 세 가지 변화로부터 역할 정체성의 위기와 혼란을 경험하고 있다. 첫째, <희망복지지원단> 등 사회복지 공급에 있어서 지방자치단체의 직접적 역할 강화이다. 둘째, 지역사회에서 사회복지서비스를 제공하는 다양한 사회복지기관들의 증가이다. 세 번째 사회서비스 시장 형성이다. 본 연구는 이러한 변화를 사회복지관의 법제적 역할과 권한, 기능적 고유성, 환경적 대응의 차원에서 분석하고 기존의 역할과 지역사회에서의 역할에 변화가 초래되고 있음을 진단하였다. 사회복지관의 새로운 역할과 정체성을 수립하기 위하기 선행연구에서 제안하고 있는 사례관리 거점기관의 역할, 그리고 주민조직화의 중심 역할을 검토하고 동일한 조직으로 간주하기 어려운 사회복지관에 이러한 대안이 일괄적으로 적용되기 어렵다는 점을 토론하였다. 사회복지관의 역할은 지역사회 사회복지환경 안에서 구체화되어야 하는데 대다수 위탁 사회복지관은 지방자치단체와의 위탁계약 안에서 새로운 역할의 정립을 모색하는 것이 필요하다고 강조하였다. 그리고 지역복지계획 안에서 사회복지관의 역할은 다양한 선택지를 가지고 수행될 수 있으며 지방자치단체는 이에 부응하는 재정적 책임과 공적 권한을 사회복지관에 부여해야 함을 제안하였다.
Since the late 1980s, government expanded community social welfare centers for delivering social welfare services to disadvantaged people in Korea. Nowadays, 20% of 442 centers are owned by non-profit foundations and other 70% of centers belongs to public sector but run by non-profit foundations. The centers began to function as comprehensive service providers in the early years but have been facing new challenges. This study accesses the role of community social welfare centers from three dimensions; institutional, functional and socio-environmental. On the institutional dimension, increased involvement of local governments in social welfare provision is a new significant factor requiring new role of the centers. On the functional level, many other social welfare agencies have provided similar services. Even though the function of centers as service providers has been adjusted to the new environment, still the many roles of centers are overlapping with other welfare agencies. On the socio-environmental dimension, the newly introduced market system of social services further have reduced the remaining role of the centers as direct providers.
The new role of centers has been proposed either as a case management agency or as a community organizer. However, this study argues the role can not be decided en bloc. Considering most centers are under contract with local governments and in different local circumstances, the role should be determined in local contexts. Local governments should decide whether centers play a role as case management agencies or as direct service providers according to local welfare plan and take corresponding financial responsibility.
