휴먼서비스 산업체계 모형에 의한 사회복지서비스 동향 분석

본 연구의 목적은 우리나라의 사회복지서비스를 포함하는 휴먼서비스가 수요, 공급되는 체계를 분석하는 것이다. 현재 우리 사회는 사회복지서비스의 급속한 개념 변화를 경험하고 있으며, 그에 따른 수행체계의 재정립 필요성에 직면해 있다. 신사회적 위험(new social risks)로 간주되는 새로운 양상의 사회복지 문제들에 대해 복지혼합(welfare mix)이라는 혼합경제적 공급 방식으로 대처하는 현재의 경향은, 기존의 복지공급 체계 혹은 전달체계의 관점과 구조로는 더 이상 설명되기 어렵다고 본다. 따라서 본 연구는 새로운 복지 수급의 환경 변화를 설명할 수 있는 분석틀을 제시하려 했으며, 이를 위해 휴먼서비스와 산업체계의 개념을 차입했다. 연구의 결과로서, 휴먼서비스가 수요·공급되는 산업체계적 분석 모형을 구축했다. 모형에는 서비스의 수요자(수혜자와 수급자), 재정공급자, 규제자, 생산자 등의 체계 요소가 포함되었으며, 이들 간의 관계 맥락이 구성되어 있다. 구축된 이론 모형을 통해 한국 사회의 현재 혼합경제적 휴먼서비스 작동 체계를 분석, 설명했다. 본 연구의 결과는 기존의 공급자 위주 전달체계적 이론 모형이 갖는 한계를 극복할 수 있는 대안적 분석체계의 가능성을 보여주였다. 현재와 같은 사회복지서비스의 환경 변화를 설명하기 위해서는 휴먼서비스 개념으로의 전환이 필요하다는 점과, 혼합경제적 작동방식을 담을 수 있는 산업체계적 분석 모형이 유효하다는 점을 제시한다.
The Analysis of Current Korean Social Welfare Service Movement By Using the Model of Human Service Industry System

This study intends to analyze the system of human service provision. Recently, Korean society has experienced conceptual shift in the area of social welfare services, and so faces the necessity to restructure human service delivery system. Newly aroused social problems, so-called ｀new social risks', pose critically different pictures to the society in terms of problem characteristics, service populations, causal factors, and tackling strategies, and so on. The present trend of welfare mix (admitting multiple sector providers) movement to deal with those problems won't be explained by using the traditional concepts of social welfare service and delivery system. So, this study develops a new conceptual framework, which uses the concepts of human service and industry system, to hold the newly changes in the social welfare environment. The conceptual model is comprised of four elements, that is consumers(recipients as well as beneficiaries, separately), financial providers, regulators, and service producers. The model depicts the relationships among those elements. By using this conceptual model, the study analyzed the present situation of Korean welfare mix provision. The result of this study shows the possibility of overcoming the limitation of present theories on social welfare delivery system by using the concept of human service industry system.
