본 연구는 자활사업에 참여하고 있는 고령층들에 대한 정책적 효율성을 높이기 위하여 고령층 참여자들의 특성과 사업에 대한 만족도, 자립전망 등에 대한 분석을 실시하였다. 분석결과 고령층 참여자들은 낮은 교육수준, 좋지 못한 건강상태, 절대적 빈곤, 사회적 지지체계의 부족 등과 같은 어려운 상황에 처해 있다. 고령층들의 사업에 대한 만족도와 주관적인 평가는 비교적 높게 나타나고 있으며, 경제적 수입이 적다는 것이 유일한 문제였다. 경제적 불만에도 불구하고 고령참여자들의 자활사업에 대한 충성도는 비고령층에 비해 매우 높게 나타나며, 정서적, 태도적 변화에 매우 높은 평가를 내리고 있다. 그러나 고령층의 자립전망은 대체로 부정적이다. 사업에 대한 전반적인 만족도가 높고 긍정적인 정서적, 태도적 변화를 나타냄에도 불구하고 자립전망이 좋지 않은 것은 고령층 참여자들이 자립기반조성 기능보다는 소득지원기능에 더 주목하기 때문이며, 그 결과 사업에 안주하려는 경향이 뚜렷하게 나타나고 있으며, 본 연구는 다양한 분석으로 이를 확인하였다. 분석결과를 종합하면 자활사업이 현재의 낮은 성과를 개선하기가 쉽지 않다는 것을 알 수 있다. 그럼에도 불구하고 본 연구의 분석결과는 건강, 사회적지지, 인적 자본의 개선 등과 같은 몇 가지 정책적 시사점을 제공하였다. 나아가 고령층에 있어서는 “경제적 자립”으로 자활사업의 성패를 판단하는 일반적인 시각보다는 사회적, 정서적 자활을 고려한 포괄적인 접근이 요구되며, 이를 고려한 정책적 개선이 필요함을 지적하였다.
To enhance the policy efficiency, this study examines the characteristics of the aged persons who participated in self-supporting program, their subjective evaluation on the programs, and future prospect on economic indepenency. The results of analysis are summarized as follows; Aged persons lied in difficult conditions such as low-education, poor health, absolute poverty, lack of social support network etc. For the most part, they were satisfied with programs, and positively evaluated its performance such as the change of life style, decrease of stigma, improvement of self-esteem, etc. Low-pay was the only problem. Even though they were not satisfied with low-pay, their willingness to participate in program was not so weak. But, their future prospect on economic independency was not positive. It means that they used programs not as the ways of independency, but as one of the income-support measures. This analysis suggest that it is not easy for participant to be economically independent, and to improve the performance of self-supporting program. However, out of this analysis some policy suggestions related to health, social support network, and human capital etc, could be presented. Essentially, it is necessary to change the perspective of the policy goals from economic independency to social, emotional self-support.
