Subjective Evaluation of Public Assistance Recipients on the Self-Support Programs and the Future Prospect on Economic Independency

초록
본 연구는 경기지역 자활사업 참여자들을 대상으로 사업에 대한 만족여부와 사업으로 인한 제반 변화들에 대한 주관적 평가, 그리고 자립전망을 분석하였다. 본 연구의 분석결과 자활사업 참여자들은 자활사업에 대해 긍정적으로 평가하고 있으며, 특히 동료관계나 직원과의 관계 등 정서적 관계의 측면에 높은 만족도를 표시하고 있다. 나아가 자활사업이 가져 온 자립요소의 제고나 생활태도상의 변화에 대한 평가도 매우 높게 나타나고 있다. 그러나 이러한 긍정적인 평가에도 불구하고 구체적인 자립전망에서는 긍정과 부정이 혼재되고 있다. 이는 자립요소의 제고와 생활태도의 변화에 대한 참여자들의 긍정적인 평가가 구체적인 자립전망과는 일치하지 않을 수 있음을 의미한다. 회귀분석 결과에서 이는 보다 선명해졌는데, 자활사업을 어떻게 운영하고 참여자들이 어떻게 받아들이는가가 참여자들의 변화에 대한 주관적 평가에는 긍정적인 영향을 미치지만, 자립전망을 구체화하는 데는 중요한 요인으로 설정되지 못하였다. 오히려 자립전망은 ‘연령’, ‘학력’, ‘건강상태’, ‘과거 직업활동 여부’ 등과 같은 개인 및 인적자본특성의 설명력이 높게 나타나 자활사업과는 관련 없는 전통적인 요인들에 의해 여전히 의존하고 있었다. 따라서 자활사업은 인적자본이 취약한 계층에 있어서는 근로기회의 제공이나 소득유지의 수단을 제공함으로써 긍정적인 평가를 받고 있으나, 인적자본적 취약성을 극복하고 구체적인 자립전망을 제시해 주는 데는 한계를 가진 것으로 평가된다.
We analyzed, in this paper, the effects of the Self-Support Programs, using survey data from program participants in Kyunggi-Province. The effects were measured as participants' satisfaction level, the change of self-reliant attitudes and behaviors, and the future prospect on economic independency. In our analysis, we found that program participants were satisfied with contents, emotional relationships of programs, and evaluated positively the change of attitudes and behaviors, but the future prospect on economic independency was not bright. This means that the positive evaluation on programs is not directly translated to real economic independency.
The regression analysis shows such findings more clearly. How to run Self-Support Programs has a significant and positive impact on subjective evaluation of program participants, but is not significantly related to the future prospect on economic independency. On the contrary, the individual and human capital factors such as age, sex, health, working experience, have significant impacts on the future prospect on economic independency. Thus the Self-Support Programs could be evaluated that they have difficulties to overcome the individual weakness of program participants and to offer clear prospect on economic independency.
