사회복지서비스 전달체계상의 분절성에 대한 탐색적 연구 - 재가노인복지서비스 분석을 중심으로 -

이 연구는 사회복지서비스 중복 제공이 야기되고 있는 전달체계상의 분절성의 실태와 원인을 이론적 관점에서 규명하고 이를 극복할 수 있는 인식의 틀을 강구하는데 그 목적이 있다. 이를 위하여 다양한 복지서비스 분야 중 재가노인복지서비스에 초점을 두어 분석하였다. 먼저 중앙정부에서 제공하는 재가복지서비스 중 노인에게 해당될 수 있는 서비스의 현황을 살펴보고, 이상적인 전달체계의 구비요건 관점에서 미비점을 지적하였다. 또한, 중앙정부차원에서의 서비스 전달체계의 문제점이 지역사회의 서비스 공급의 편차에 따라 어떻게 차별적으로 나타나는지를 분석하였다.
분석결과, 재가노인복지서비스 제공을 위한 유사한 프로그램이 중앙정부의 다양한 업무팀에 의해 분절적으로 수행되면서 통합성과 서비스 연속성(continuity of care)의 원칙을 저해시킬 수 있었다. 한편, 복지인프라의 구축이 미흡하게 되면, 중앙정부차원에서 포괄적이고 광범위한 서비스가 설계되어 있어도 지역단위에서의 공급 수준은 다르게 나타남을 알 수 있었다. 즉, 중앙부처의 전달체계가 갖는 서비스 통합성이나 지속성의 어려움이 모든 지방자치단체에서 동일한 수준으로 제기되지 않음을 발견하였다. 이에 기초하여 사회복지서비스의 전달 체계 상에서 나타날 수 있는 효율성의 문제는 지역단위 복지서비스의 공급 역량에 따라 차별적으로 진단되어 해결책이 제시되어져야함을 제안하였다.
This study addressed the stirring arguments between the inefficiency in the service delivery system through the human services growth and the human services deficit, providing the empirical evidence. First, community care services for the elderly under the central government has been examined about the possibility of the inefficiency in the service delivery system and of the service duplication. Second, this study examined whether to find the inefficiency in the community care services for the elderly of the local government.
The findings of this study showed that the growth of the community care services for the elderly might bring the concerns of fragmentation and discontinuity in the central government service delivery system. Under the lack of the welfare infrastructure and of the service provision, however, the issues of the fragmentation and discontinuity were not applicable to the local government service delivery system. Suggestions were made that the inefficiency of the service delivery system should been addressed depending on the size of the welfare infrastructure.
