본 연구의 연구목적은 1990년대 이후의 발달된 복지자본주의 국가의 노동레짐의 지속과 변화의 실제와 영향을 규명하는 것이다. 협상구조, 노동규제, 실업·연금 등 복지제도를 대상으로 독일의 메타경로(meta-path)의 실제적 특성과 영향을 분석했다.‘점진적 변화’를 반영한 분석틀을 적용한 결과, 협상구조와 노동규제는 CMEs의 지배적인 특성이 유지되고 있지만 LMEs의 하위제도가 확립되는‘계층화(Layering)'가 현저히 진행되고 있다. 이는 전형적인 CMEs 모델의 핵심적인 보완성으로부터의 상당한 이탈이다. 이 변화는 고용-복지 간의 전통적인 교환기제의 이완을 낳았고, 높은 내부적 정치적 장벽으로 인한 비스마르크 복지체제의 완고함 때문에 복지제도의‘표류(Drift)의 연쇄적 결과로 이어졌다. 최근 CMEs의 상당한 변형이 이루어지고 있어 제도적 지속성에 대한 비교연구의 관점은 비판적으로 재고돼야 하고, 포드주의 전성기 이후의 메타경로 규명을 위한 방법론과 논의가 확충돼야 한다.
The aims of this study is to look into reality and influence of the continuity and changes of labor regimes in advanced welfare capitalism after 1990s. This study analyzed the real traits and influences of German meta-path focusing on negotiation structure, labor regulation, welfare institutions(unemployment, pension). As a result to applicate analytical frame, negotiation structure and labor regulation have proceeded 'Layering' markedly, that is LMEs' sub-institutions have been established, despite of maintaining governing traits of CMEs. These changes are remarkable deviation from core complementarily of typical CMEs model. Theses changes have resulted in the relaxation of traditional exchange mechanism. And there have been consequential results that the welfare institutions have 'Drift' because of high internal political barriers on the austerity of Bismarckian welfare regime. Comparative study viewpoint on institutions continuity must be critically reconsidered, because recently CMEs have suffered remarkable transformation. And there is needed methodology and discussion for examining on math-path after fordist heyday.
