초록
본 논문은 사회복지서비스 공급에 정부의 개입은 안정적인 자원의 흐름을 가져와 민주적 정치과정을 기초로 의사결정을 할 수 있도록 하여 서비스 전문성을 향상시키게 된다는 Salamon의 정부와 민간의 협력관계 이론적 설명을 실증적으로 검증하였다. 독립변수로 위탁운영 여부를 설정하였으며 매개변수로 운영 민주성, 종속변수로 서비스 전문성을 설정하여 세 변수간의 관계를 구조방정식 모형을 사용하여 분석하였다. 분석자료는 2006년 한국사회복지사협회가 전국 사회복지시설 근로자들을 대상으로 조사한 총 5,697명이며 분석결과는 다음과 같다. 첫째, 법인 직접운영보다 위탁운영이 조직의 민주성에 있어서 더 높게 나타났다. 둘째, 법인 직접운영보다 위탁운영이 서비스 전문성에 있어서 더 높게 나타났다. 셋째, 법인 직접운영보다 위탁운영일수록 조직 운영의 민주성 향상을 통해 서비스 전문성이 증진되는 매개효과가 나타났다. 이러한 분석결과는 정부의 민간에 대한 개입이 민간사회복지조직의 민주적 운영과 서비스 전문성을 향상시킨다고 보는 Salamon의 논의를 지지하는 것이다. 이러한 결과를 토대로 사회복지서비스 전달에 적합한 사회복지서비스 공급형태에 대해 논의하였다.
This study set out to investigate mediating effect of democratic operation on the relations between operating types of welfare service and professionalization. Data came from Korea Association of Social Workers Survey 2006. The final sample size was 5,697 social service workers in South Korea. And SEM in Amos 5 was used for analysis. The major findings of this study are as follows. First, contract-managed social welfare agencies showed more democratic operation rather than direct-managed social welfare agencies. Second, contract-managed social welfare agencies were more professionalized than direct-managed. Third, democratic operation mediated the relations between operating types of welfare service and professionalization. These results support Salamon's partnership theory that more participation of government in social service delivery enhance nonprofit organization's democratic procedure and professionalization. And limitations and implications of the findings from this study were discussed with respect to further studies.
