A Comparative Study of Classification & Poverty Alleviation Effect of Social Assistance Programs

본 연구는 각국의 다양한 사회부조제도의 유형 구분을 시도하고, 유형별 관대성 수준과 빈곤완화효과를 비교하는데 목적이 있다. 이를 위해 서구 10개국의 주요 사회부조제도를 중앙집권화 정도와 근로강제 수준에 기초하여 4개의 유형으로 구분하였고, 각 유형별 빈곤율과 빈곤갭 비율의 완화효과를 비교하였다. 분석의 결과, 중앙집권화된 사회부조제도를 운영하는 국가의 빈곤완화효과가 지방분권화된 제도를 운영하는 국가에 비해 상대적으로 높게 나타났으며, 근로강제 수준에 기초한 효과의 차이는 발견할 수 없었다. 우리나라의 국민기초생활보장제도는 행정적 책임의 측면에서 중앙집권적인 제도 운영을 통해 적절한 선택을 하고 있는 것으로 보이나, 적용대상의 보편성과 급여수준의 적절성 측면에서 다소 부족한 수준이다.
This paper aims to classify social assistance programs among 10 welfare states, based on the centralization degree and the work-forced level. It measures the centralization degree thorough the social assistance expenditure ratio financed by the central government, the degree to which conditions of eligibility set by the central government, and the degree to which benefit level actually vary between regions. It also measures the work-force level though the existence of work test, sanction, and requirement of participating government’s job offer or training programs. As a result of analysis, social assistance programs are classified into four major categories, such as Type I( centralized & strong work-forced; UK, Denmark), Type II(centralized & weak work-forced; France, Finland), Type III(decentralized & strong work-forced, US, Germany, Norway), and Type IV(decentralized & weak work-forced, Sweden, Austria, Canada). This paper also attempts to compare poverty alleviation effects for each category of social assistance programs. The result finds that more centralized program yields better results in both poverty alleviation effects of poverty rate and poverty gap ratio. However, there is no evidence that the stronger work-forced program, the more effective is in the poverty alleviation.
