Development of Service Model to Promote Older Adults' Social Activity Participation with Information & Communication Technology

본 연구는 고령층의 ICT를 활용한 사회참여활동을 촉진시키기 위한 서비스 모델을 개발하고 고령층의 삶의 질을 제고시키기 위한 정보문화활성화 방향을 제시하는 것을 목적으로 한다. 모델개발을 위해 노인복지 및 ICT 분야 전문가 및 고령층에 대하여 설문조사를 하였다. 참여한 전문가는 정부 및 지자체 10명, 산업계 5명, 관련 기관 및 단체 14명 등 전체 35명이었다. 고령층은 전국 55세 이상 대상으로 설문조사를 하였는데 수집한 설문지 중에서 336부가 본연구의 표본으로 사용되었다. 분석방법은 계층적분석기법(Analytic Hierarchical Process)을 활용하였다. 조사와 분석에 따른 우선 추진서비스 모델을 근거로 설계된 서비스 내용은 다음과 같았다. 첫째, 고령층 디지털 콘텐츠 및 서비스를 개발한다. 이러한 영역에는 “고령층을 위한 디지털 콘텐츠 개발”, “고령층을 위한 IPTV 프로그램”이 제시되었다. 둘째, 고령층을 위한 SeniAll-life 서비스 프로그램을 개발한다. 이 영역에는 “SeniAll-Portal 프로그램”, “고령층 구인/구직 DB 구축 및 서비스 프로그램”, “자원봉사 통합정보사이트 운영프로그램”, “고령층 인터넷 오픈마켓사업”, “경험지식 서비스프로그램”등이 제시되었다. 셋째, 고령층 정보문화센터 사업을 개발한다. 이 영역에는 “고령층 정보문화통합센터(U-경로당)프로그램”, “도시？농촌간 경로당 연계 서비스프로그램”, “실버 폴리스프로그램”, “고령층 사회？문화활동 커뮤니티지원프로그램”, “정보문화지킴이사업”, “고령친화렌탈서비스사업”이 제시되었다.
The purpose of this study is to develop service models to promote older adults' social activity participation utilizing ICT and suggest information culture promotion directions to improve life quality of older adults. To develop service model, 35 experts majoring in social welfare and ICT were drawn and surveyed. And older adults were surveyed and data for 336 older adults were for this study. It was analysed by utilizing AHP(analytic hierarchical process). Models were designed as follows with results of this study. First, to develop digital contents and service for older adults. For example, 'Development of Digital Contents for Older Adults', 'IPTV Program for Older Adults' were proposed. Second, to develop SeniAll-life service programs for older adults. For example, 'SeniAll-Portal Program', 'DB Accumulation and Aervice to Recruit Older Adults', 'Internet Open Market for Older Adults', 'Experience Knowledge Service Program' were proposed. Third, to develop information culture center programs for older adults. For example, 'Total Information Culture Center for Older Adults(eg. U-Hall for the Elderly)', 'Cooperation Program between Urban and Rural Halls for the Elderly', 'Older Adult Police Program', ‘Programs to Support Social & Culture Activities Communication', 'Information Culture Guide Program', and “Rental Service of Assistant Goods for Older Adults” were proposed.
