본 연구는 OECD 19개국의 자료를 이용하여 실업급여(최초 순소득대체율, 실업급여기간, 실업급여+실업부조기간)가 실업률, 경제활동참가율 및 경제성장률에 미치는 영향을 분석해 본 후, 한국의 실업자 소득보장제도 개선과 관련된 시사점을 찾아보고자 했다.
분석결과를 요약해보면, 첫째 실업급여+실업부조기간이 실업률, 6개월 이상 장기실업률, 12개월 이상 장기실업률에 정적으로 영향을 미치며, 둘째 실업급여 관련 3개 독립변수 모두 경제활동참가율에 영향을 미치지 않고, 셋째 최초 순소득대체율, 실업급여+실업부조기간이 경제성장률에 정적으로 영향을 미치는 것으로 나타났다. 이는 관대한 실업급여제도가 실업률 증가에 영향을 미치지만, 실업자들이 비경제활동인구로 전락하도록 영향을 미치지는 않으며, 경제성장에 긍정적인 영향을 미친다는 것을 의미한다.
한국의 실업자 소득보장제도 개선과 관련된 시사점은, 첫째 관대한 실업급여제도 도입을 검토해 볼 필요가 있으며, 둘째 관대한 실업급여제도 도입 시 실업률 증가를 감소시킬 수 있는 방안과 증가한 실업자들이 비경제활동인구로 전락하지 않도록 하는 방안이 마련되어야 하고, 셋째 관대한 실업급여제도가 개인의 생산성 향상 및 경제성장으로 이어지도록 하기 위해서는 적극적 노동시장정책이 활성화되어야 한다.
This study examines the effects of unemployment benefits (net replacement rates in the initial phase of unemployment, duration of unemployment benefits, and duration of unemployment benefits plus unemployment assistances) on unemployment rates, labour force participation rates, and economic growth rates by utilizing data of 19 OECD countries, and seeks implications for improvements of the Korean income maintenance system for the unemployed.
The results of the analysis are summarized as follows. First, duration of unemployment benefits plus unemployment assistances positively affects unemployment rates, 6 months and over long-term unemployment rates, and 12 months and over long-term unemployment rates. Second, all 3 independent variables related to unemployment benefits do not affect labour force participation rates. Third, net replacement rates in the initial phase of unemployment and duration of unemployment benefits plus unemployment assistances positively affect economic growth rates. This means that generous unemployment benefit systems influence the increase of unemployment, but do not influence downfalls of the unemployed into non-labour force participation, and positively influence economic growth.
The implications for the improvement of Korean income maintenance systems for the unemployed are as follows. First, it is necessary to examine the introduction of generous unemployment benefit systems. Second, measures to reduce the increase of unemployment rates and to prevent the downfalls of the increased unemployed into non-labour force participation should be prepared in the introduction of generous unemployment benefit systems. Third, in order to connect generous unemployment benefits with the improvement of individual productivity and economic growth, active labour market policies should be activated.
