A Study on Formulation of Developmental Welfare Regime in Korea: Despotic Developmental Production Regime and Informal Security Welfare Regime

본 연구는 발전주의시대(1960~1980)의 한국사회경제모델의 역사특수성을 생산레짐과 복지체제의 제도적 보완성과 주요 행위자들의 조정전략을 중심으로 분석했다. 동아시아 개도국의 발전주의, LMEs와 CMEs의 경제제도-복지체제-정치제도 및 행위자관계를 연결하는 이론적 분석틀을 확립하고, 구조적 질적 분석으로 역사특수성을 규명했다. 분석결과 ‘억압적 발전주의 생산레짐과 비공식적 보장의 복지체제’를 형성했다. 변형된 전제국가로서의 발전국가는 비민주적 정치제를 배경으로 압축산업화를 달성하기 위해 자본에게는 독점적 지대를 제공하며 육성하고, 노동은 억압적 노사관계로 배제하는 ‘비대칭적 조정’을 실시했다. 이는 생산레짐 측면에서 관치금융과 억압적 노사관계의 독점적 지대를 제공했기 때문에 재벌기업들은 저임금저비용의 극단적인 저숙련생산전략의 지대추구적 선호를 형성했다. 비민주적 정치제도, 억압적 노사관계, 지대추구적 재벌기업이 지배하는 생산레짐 등은 발전주의 동원체제 내부자에 대한 배타적 공적 복지에 대한 선호 즉 ‘비공식적 보장’의 복지체제와 제도적 보완성이 있었다.
This study aims at interpretation on historical particularity of social economic model on developmental era(1960~1980) in the perspective of institutional complementarity of production regime and welfare system and coordination strategy of key actors. This study has established theoretical analytic frame in the linkage of economic institutions-welfare system-political institutions and actor relations on developmental state of underdeveloped East Asian Countries, LMEs and CMEs. And has examined historical particularity through structural qualitative analysis. According to analysis, 'despotic developmental production regime and informal security welfare regime' had been formulated. Despotic developmental state had steered 'unsymmetric coordination' - gave monopolistic rent to capital and excluded labor through despotic industrial relationship - under undemocratic political system, to accomplish fast industrialization. Because this had present Chaebol monopolistic rent, that is government governing indirect financing and despotic industrial relationship, they had formulated rent-seeking preference to extremely low skill production strategy of low wage and low cost. Undemocratic political system, despotic industrial relationship, production regime governed by rent-seeking Chaebol, had had institutional complimentary to preference on ‘informal security' welfare regime - exclusive public welfare on inner members of developmental mobilizing system.
