본 연구는 복지국가 유형과 소득불평등 및 빈곤율과의 관계 분석을 통해(1) 사회복지비 지출이 많은 복지제도 유형과 적은 복지제도 유형, (2) 보편적 복지제도를 많이 채택하고 있는 유형과 선별적 복지제도를 많이 채택하고있는 유형, (3) 통합적 복지제도를 많이 채택하고 있는 유형과 조합적 복지제도를 많이 채택하고 있는 유형 중 어느 유형이 소득불평등 및 빈곤율 완화가더 큰지 검토해보고자 했다.
분석결과, (1) 사회복지비 지출이 많은 복지제도 유형이 적은 복지제도 유형보다, (2) 보편적 복지제도를 많이 채택하고 있는 유형이 선별적 복지제도를 많이 채택하고 있는 유형보다, (3) 통합적 복지제도를 많이 채택하고 있는유형이 조합적 복지제도를 많이 채택하고 있는 유형보다 소득불평등 및 빈곤율 완화가 큰 것으로 나타났다. 한국의 소득불평등 및 빈곤율 완화에 도움을 줄 수 있는 사회복지 관련 시사점으로, 첫째 사회복지비 지출을 증대할 필요가 있고, 둘째 아동수당, 무상보육, 고등학교까지 무상교육, 무상급식, 장애수당, 기초노령연금 등 보편적사회복지 프로그램을 확대ㆍ도입해야 하며, 셋째 공적연금 등 조합적 복지제도로 되어 있는 것을 통합적 복지제도로 개선하고, 건강보장, 실업보상 등에통합적 복지제도를 확대ㆍ도입해야 한다.
By analyzing the ‘welfare state types’ relation with income inequality and poverty rate, this study tries to examine which welfare state types mitigate income inequality and poverty rate more largely between (1) a large social welfare expenditure regime-type and a small social welfare expenditure regime-type, (2) a universal welfare regime-type and a selective social welfare regime-type, and (3) an encompassing welfare regime-type and a corporatist social welfare regime-type.
The results of the analysis are summarized as follows. The mitigations of income inequality and poverty rate are larger in a large social welfare expenditure regime-type than in a small social welfare expenditure regime-type, larger in a universal social welfare regime-type than in a selective social welfare regime-type, and larger in an encompassing welfare regime-type than in a corporatist welfare regime-type.
The implications concerning social welfare which can help the mitigation of income inequality and poverty rate in Korea are as follows.
First, it is necessary to increase social welfare expenditure. Second,universal social welfare systems such as children's allowance, free child-care, free education until high school, allowance for the disabled, and basic old age pension should be expanded and introduced. Third,corporatist welfare systems such as public pension should be changed to encompassing welfare systems, and encompassing welfare systems should be expanded and introduced in health security and unemployment compensation.
