본 연구의 목적은 변화하는 사회적 환경을 진단하여, 미래 복지국가의 좌표를 설정하고, 이를 실현할 수 있는 세부 정책을 제시하는 것이다. 이를 위해 다양한 사회적 위험의 변화 추이를 빈곤 및 소득불평등 실태와 함께 진단하고, 국민의 정부와 참여정부의 생산적 복지와 참여복지, 그리고 이명박 정부의 능동적 복지 등 과거 정부와 현 정부의 사회적 위험에 대한 대응 전략을 평가하였다. 그에 기초하여 우리나라 복지국가가 추구해야 할 새롭지 않은 좌표로 크게 두 가지 대안을 제시하였다. 하나는 여전히 해소되지 않고 있는 소득불평등 문제를 완화하기 위한 ‘보편적 소득보장 체계의 구축’이며, 다른 하나는 국가복지에 대한 낮은 신뢰 문제를 극복하기 위한 ‘조세부담과 복지수혜 간 격차 완화’의 필요성이다. 본 연구는 사회적 위험의 기저에는 불평등한 소득의 분배구조가 존재한다는 가정 하에, 소득불평등의 문제를 선결하고 국가복지에 대한 신뢰를 형성하는 것이 미래 한국의 복지국가가 지향해야 할 가장 기본적인 좌표라는 점을 주장하고자 하였다. 다시 말해, 현 시점에서 우리에게 중요한 것은 보편적 소득보장 체계의 구축과 신？구 사회적 위험에 대한 대응방식의 공존을 통한 복지국가의 내실화, 그리고 복지축소나 그에 대한 압력에 대응할 수 있는 ‘신뢰의 정치’ 구축인 것이다.
The main purpose of this study is to establish the future direction of Korean welfare state based on the diagnosis of changing social environment, and work out the detailed policies to realize those direction. This study analyzed the changing trends of poverty, income inequality, old and new social risks, and evaluate the welfare strategies of DJ administration, Noh Muhyun administration, and MB administration. Based on the analysis, this study provide two basic directions for Korean welfare state. The first one is to construct the universal income maintenance scheme to reduce income inequality that remains unresolved problem in our society. The other one is to alleviate the gap between tax burden and welfare benefits to overcome the low reliability of state welfare. In other words, the basic direction for Korean welfare state is to solve the problem of economic polarization in advance, based on the assumption that there has been always inequal income redistribution structure being the base of old and new social risks. After that, the trust formation for the state welfare expansion is also needed.
