본 연구는 한국복지패널의 제1차 조사(2006년 조사)부터 제5차 조사(2010년 조사)까지의 5년간 자료를 결합(pooling)하여 실업자 재취업 영향요인 및재취업 형태(정규직, 비정규직)별 영향요인을 생명표분석, 콕스회귀분석, 다항명목로지스틱회귀분석에 의해 분석하였다.
분석결과, 첫째 실업자 중 많은 수가 실업 중 비경제활동인구로 전락하고,둘째 여성이 남성보다 재취업률이 낮으며, 셋째 교육수준이 높을수록 재취업률이 높고, 넷째 연령이 많을수록 재취업률이 낮으며, 다섯째 비정규직, 단순노무직, 서비스업 종사 경험이 있는 경우 재취업률이 낮은 것으로 나타났다.
실업자 재취업 향상과 관련된 시사점은, 첫째 실업자가 비경제활동인구로전락하지 않고 적극적으로 구직활동을 할 수 있도록 지원하는 제도가 마련되어야 하고, 둘째 성차별을 완화할 수 있는 노동시장정책을 도입해야 하며, 셋째 실업자가 성장산업에 필요한 지식ㆍ기술을 습득할 수 있도록 직업훈련제도를 체계화, 전문화해야 하고, 넷째 비정규직, 단순노무직, 서비스산업 종사자 등 지식ㆍ기술 수준이 부족한 실업자들에게 도움을 줄 수 있는 제도가 마련되어야 한다.
This study analyzes the factors influencing reemployment and reemployment by reemployment types(permanent and temporary positions) by life-tables, cox regression and multi-nominal logistic regression analyses based on pooling waves 1-5(2005-2010) of the Korean Welfare Panel Study.
The results of the analysis are summarized as follows. First, many of the unemployed have degenerated into economically inactive persons.
Second, women are less likely to be reemployed than men. Third, higher educated workers are more likely to be reemployed. Fourth, older workers are less likely to be reemployed. Fifth, workers who have experience of temporary positions, elementary occupations, or service industry works are less likely to be reemployed.
The implications concerning the improvement of reemployment of the unemployed are as followed. First, systems which prevent the downfall of the unemployed into economically inactive persons and support the job-seeking activities of the unemployed should be prepared. Second,labor market policies which can mitigate sexual discrimination must be introduced. Third, vocational education and training should be systematized and specialized in order to help the unemployed learn knowledge and skills necessary to get jobs in growth industries. Fourth,systems which can help the unemployed lacking knowledge and skills such as temporary employees, elementary occupation workers, or service industry workers should be prepared.
