The purpose of this study is to critically investigate the applicability of the conservative welfare regime theory in Korea. The result is that the conservative welfare regime theory is hard to be evaluated as a theory to have applicability in Korea. The keynotes of the conservative welfare regime theory, that is the ruling of conservative party reluctant in welfare expenditure, developmental national strategy and the subordination of welfare institutions, selective emphasis on social investment as a logical basis of conservative welfare institution, status cleavage as a empirical basis of conservative welfare institution, have been disappeared in Korea. Korea is a case that the point of typical modernization theory can be applicable. Because, as political democratization and liberalization are fully matured, Korea demonstrates the enlargement of welfare institution mainly as the response of old and new social risk, as the influence of election politics, as the demand of interest group. This study regards that Korea is a embryonic welfare state, and in the context of causality it is probable that in the long run the future will be a type of the liberal welfare regime.
