이 연구는 기본적으로 거시수준에서 가족정책이 출산율과 여성의 노동참여율에 미친 영향을 파악하는 것이다. 다만, 연구는 가족정책들이 갈등관계에 있는 두 가지 정책목표에 미쳤던 영향은 단선적이지 않으며, 보다 복잡한 구조를 가진다는 점을 강조한다. 또한 가족정책의 영향도 한 사회의 역사적 맥락으로부터 자유롭지 못하다는 것을 밝히고자 하였다. 이를 위해 세 가지 가족정책 유형(현금, 시간, 서비스)이 각각의 정책목표에 영향을 미치는 방식을 파악하고, 그것이 복지체제별로 어떻게 다른지를 파악하였다. 분석의 주요 결과는 다음과 같다. 첫째, 출산율과 여성의 노동참여율의 갈등관계는 가족정책으로 인해 어느 정도 해소되고 있음이 밝혀졌다. 둘째, 가족정책이 두 정책목표에 미쳤던 영향은 정책유형에 따라 상이했다. 셋째, 한 가족정책의 영향은 다른 가족정책의 규모에 의존적이었는데, 이들은 서로 보완적이기도, 경우에 따라 서로 상쇄적이기도 했다. 넷째, 가족정책의 영향 역시도 복지체제별로 다양한 양상으로 전개되었다. 연구의 결과는 두 정책목표를 달성하는데 있어 가족정책의 단순한 확대보다는 적절한 정책조합, 혹은 균형점을 찾아야 할 필요성을 제기하였다. 그러나 동시에 균형점 역시 역사적 맥락으로부터 독립적으로 존재하지 않는다는 사실도 확인시켜 주었다.
Most of welfare states have several different types of family policies for social and economic goals, in particular the increase of fertility and female labor force participation. This article explores how different types of family policies influence on these two objectives. Using panel data drawn from OECD database and World Bank, we test the combined impact of three types of family policies on above two objectives in macro level. The three types or dimensions of family policies are cash transfer(in-cash), leave entitlement(in-time) and care service(in-kind) for children. This research focuses specifically on the marginal effect of these three policy types to explore the combination of family policies in welfare states.
The result of analysis shows that there are not only the separate effects but also the combined effects of each family policy on two macro objectives. However, this result is changed when considering family regime types. Through this result, we could confirm once again that proper policy selection and combination considering the actual situations in each country is required to achieve two conflict goals.
