우리나라의 보육서비스와 유아교육서비스는 그 주관부처가 교육부와 보건복지부로 이원화되어 있어, 행？재정적 지원체계, 평가체계, 교사양성과정 및 인사관리시스템 등이 서로 다르게 진행되고 있으며, 보육 및 유아교육 관계자의 의지가 아닌 위로부터의 교육과정 통합이 시도되어 2012년 만 5세 누리과정을 시작으로 어린이집, 유치원 교육과정의 통합이 이루어졌고, 2013년에는 만 3~5세 누리과정의 공통 적용으로 만 3~5세 어린이집 교육과정과 유치원 교육과정이 통합을 이루었으며, 이러한 정부의 의지는 2014년 평가체계의 통합으로 이어지고 있다. 두 기관의 평가체계의 통합은 현재 어린이집의 평가인증제와 유치원의 학교평가제의 도입 및 발전과정을 반영해 볼 때 그리 단순한 일은 아니다. 그러나 평가체계란 교육 및 보육서비스의 질 관리 측면에서 볼 때 반드시 필요하고 중요한 문제이기 때문에 두 기관을 위한 효과적이고 효율적인 평가체계의 구축은 심층적으로 다루어야 할 주제임에는 틀림없다. 이에 본 연구에서 밝힌 유아교육기관 평가체계의 개선방안은 첫째, 1차 평가는 전문가에 의한 평가인정모형의 적용, 2차 평가는 전문가에 의한 소비자중심 평가모형의 적용, 둘째, 어린이집 평가지표와 유치원 평가지표 시 공통지표와 특성화지표의 개발, 셋째 평가체계의 내실화, 넷째, 평가조력자와 평가자의 신뢰성을 높일 수 있는 방안의 마련, 다섯째, 평가결과에 따른 재정지원의 차등화 방안 등을 제시하고 있으며, 지원방향으로는 평가인증원의 설치, 유아교육기관 질 관리를 위한 기관 코칭 시스템의 구축, 평가결과의 공시 및 활용방안의 지원, 평가 메뉴얼 중심의 연수 및 교육지원, 평가조력자 및 평가자 간 신뢰도 및 평가역량 강화 시스템의 구축, 행·재정적 인센티브 관리 시스템의 구축 등을 제안하고 있다.
Child care services and early childhood education services in our country are organized by the Ministry of Education and the Ministry of Health and Welfare which is divided. So Administrative and financial support systems, evaluation systems, and personnel management systems, teacher training course are going to be different. After trying to integrate child care services and early childhood education services, they made the Nuri Curriculum which integrating curriculum of kindergartens and child care facilities for 3-5 years old children from 2012. It is not simple to integrate system in the accreditation system of child care service and kindergarten certification evaluation system when reflecting the introduction and development process. However, the evaluation system is very important thing to manage education and childcare service quality, so there is no doubt an important subject for the two organizations to build an effective and efficient evaluation system. This study suggested some to improve evaluation systems of childhood education institute. At the first, the first evaluation is needed to apply to evaluation accreditation model by professor. Then, the second evaluation is needed to apply customer oriented evaluation model by professor. Next, it is needed developing the common evaluation certification indicator of child care center and kindergarten. And this study suggested that substantiality of the evaluation system. Fourth, this study suggested that to improve the reliability of between evaluate supporter and evaluator. Finally, it is needed to provide a differential method of financial support according to the evaluation result.
