What did Social Workers Experience and What do They Want for the Evaluation System of Social Welfare Facilities?

본 연구는 사회복지시설 평가제도에 대한 논의에 있어 평가 당사자의 견해가 중요하다는 문제의식 위에서, 서울시 종합사회복지관 사회복지사를 대상으로 현행 평가제도에 대한 경험과 개선방안에 대한 인식을 질적 연구방법을 통해 살펴보고자 하였다. 분석 결과, 사회복지사들은 사회복지평가제도가 기관운영의 최소기준 정립과 투명성 및 정당성 등을 획득할 수 있는 기회라는 점에서 필요성을 인정하고 있었다. 동시에 ‘현장의 욕구와 동떨어진 평가지표’,‘무한경쟁을 조장하는 상대평가 방식’,‘서류중심의 평가’, 더 나은 평가를 받기위한‘과거 포장’, 이를 분별해내지 못 하는 ‘평가단의 전문성에 대한 의문’, 그리고 서열의 성적표만 남는 ‘용두사미식 평가’등의 문제를 경험하고 있었다. 그 결과, 현장기관들 간 연대나 전문직 자율성이 약화되고, 과도한 평가업무로 실무자의 신체적, 정신적 피로감이 가중되며, 이러한 피로감은 사회복지업무에 대한 근본적 의문과 평가결과에 대한 불신으로 이어져, 결국 클라이언트에게까지 부정적인 영향을 미치는 부작용을 낳고 있다는 것을 알 수 있었다. 이를 개선하기 위한 제언으로는 ‘현행 평가제도를 폐지하고 그 대안을 모색’해야 한다는 주장과 ‘현 제도를 유지하되 보완할 수 있는 방법을 마련’하는 것이 필요하다는 의견이 있었다. 이를 토대로 사회복지사가 기대하는 바람직한 평가제도를 만들어나가기 위한 논의로서, 평가제도의 목적, 서비스 질, 평가방법, 그리고 개선 전략에 대한 성찰과 변혁적인 관점이 필요함을 제언하였다.
This study starts from the awareness of the issue that there has been limited amount of previous studies based on the recognition of social workers’ experiences with the Evaluation System of Social Welfare Facilities. Therefore, this study examines the social workers’ direct feelings, experiences, and thoughts about the current Evaluation System through a qualitative research analysis. As a result of the analysis, social workers express ambivalent feelings of either ‘positive recognition’ or ‘skepticism’. The current Evaluation System definitely establishes minimum standards of operating agencies, transparency and openness, professionalism and legitimacy, etc. However, it also brings side effects such as overheating competition, mistrust between institutions, and execution of program that ties to the evaluation indexes. More specifically, the problems of the Evaluation System are rank-ordered evaluation based on the relative comparison, non-judgmental indicators for the service areas, unreasonable request by fragmented index, standardization of value that institution to pursue, and so on. There are two major recommendations to improve the Evaluation System including ‘abolishing the current evaluation system and exploring the alternatives’ or ‘maintaining the current system and preparing the supplemented way to compensate the weaknesses’. This study finally suggests that there is a need for transitional point of view about the purpose, contents, and methods of the Evaluation System, as an argument for creating an system that is expected by the social workers.
