초록
우리나라의 영유아 양육 및 보건의료 서비스 정책은 그 동안 분절적으로 시행되어 온 것이 사실이다. 이는 양육과 보건의료 서비스 자체의 분절적인 특성에 기인하는 것과 더불어 임신, 출산, 육아로 이어지는 과정과 육아 중 보건의료 서비스 제공이 수요자 욕구를 충족하고 있지 못하는 것에 의한다고 할 것이다. 한편, 그간 복지와 보건의료 간 통합은 최근에 들어서야 비로소 주목받고 있다. 이에 본 연구는 사례연구를 통해 한국 영유아 양육 및 보건의료 서비스 통합의 발전 방향에 대하여 탐색하고자 하였다. 분석 결과, 현재 영유아 양육 및 보건의료 서비스 제도가 법제도상 분절적으로 운영되고 있으나 일부 지자체를 중심으로 서비스 제공 측면에서 연계를 시도하고 있다. 대부분 지역사회 내 보건소를 중심으로 한 ‘기관중심 서비스통합’ 이 핵심적인 모습이라고 할 수 있다. 한편 이러한 지역사회 중심 영유아 건강 및 양육 지원 통합을 ‘네트워크 연계’ 로 극복하고 있는 지자체도 살펴볼 수 있었다. 향후 지역사회 내에서 이러한 보건-양육 서비스가 원활하게 이루어지기 위해서는 거점이 될 수 있는 공간 중심의 서비스 통합 및 네트워크 통합의 병행, 적극적인 중앙정부의 지원, 영유아 양육과 보건의료서비스는 생애주기에 걸쳐 단절 없이 통합적으로 운영되어야 한다는 사회적 인식 등이 함께 수반되어야 할 것으로 보인다.
The purpose of this study is to find out how burden of housing cost affects the marriage decision. Recently, the change in the perception of marriage has made people be more considerate about cost effectiveness of marriage than before, the influence of the housing cost burden has increased at the same time. In addition, the level of influence of the housing cost burden is different between man and woman. To make sure if theoretical reasoning matches empirical facts, the 12 years (2004-2015) data of Korean labor and income panel study and the housing price information of the Korean appraisal board have been used to fulfill Cox proportional hazards model analysis of people in age of 18-34.
As a result, the possibility of marriage is lowered as the housing cost burden is larger. In other words, as the level of housing price to economic power of households get larger, the possibility of marriage becomes lower. In addtion, the negative effects of housing cost effect on marriage fulfills greater for males than for females. This suggests that norms of gender role in the economic contribution to marriage still remain. Therefore, to reduce the psychological burden of marriage and make it possible for marriage, various social policy options should be provided to lower the housing cost burden. Also, as the gender role norm amplify the burden of man and woman, the spread of gender equality culture and awareness at the fundamental level needs to be settled in our society.
