한국비영리법인 복지시설의 유형분류와 발전방안

초록

복지증진에 대한 국민의 욕구증대와 함께 민간에 의한 사회복지사업의 중요성이 점차 높아가고 있으며 비영리법인 복지시설은 이러한 민간 사회복지사업에서 주체적으로 중요한 사회적 기능과 역할을 수행하고 있다. 오늘날 사회복지법인 등 민간사회복지운영주체는 다양화 되었으나 그에 따른 법리적 특성과 운영원리가 규정되어 있지 않다. 이 연구는 비영리법인제도의 이론적 검토를 하고, 비영리법인 복지시설을 유형별로 분류하여 운영원리를 제시하였다. 유형분류는 정부보조금과 공공성을 변수로 하여 비영리법인 복지시설의 유형을 분류하였다. 이 연구는 유형별로 사회복지기관이 그 역할에 합당한 기능을 수행할 수 있도록 하여 재정지원과 지도？감독을 적절하게 함으로써 다양한 민간복지운영주체가 각각의 특성에 따라 발전하게 하는데 그 의의가 있다.

In recent years, major changes have occurred in the size and scope of social welfare organization in Korea. The great upheavals of 1990s were associated with an enormous increase and diversity in Non-profit corporation which managed the social welfare organization. This study is intended to examine the theoretical review, classify the pattern of welfare organization managed by Non-profit corporation. Analytical variables are the ratio of governmental subsidy and public factor(supervision, report of recruitment, budgeting, cost sharing). This study has the significance to suggest that welfare organization as classified in this study can be able to function according to the management principle of model classified.
