Collaborative Relationship Between Pubic and Private Sectors In Korean Social Welfare Services

본 연구는 한국의 사회복지서비스 수급체계에서 공공과 민간 부문이 어떤 관계를 형성하고 있는지를 알려는 것이다. 이를 통해 공공과 민간-비영리 부문간의 적절한 협력관계의 유형을 확인하고, 그에 따른 대안적 방향과 과제를 제시한다. 연구의 내용은, 재원 공급자로서의 정부와 서비스 제공자로서의 민간 비영리 조직, 그리고 이들을 규정하는 제도적 환경을 분석하여, 민간과 공공간의 관계 설정 유형을 확인하는 것을 포함한다. 연구의 결과, 한국의 사회복지서비스는 재정 공급자와 서비스 제공자가 따로 분리되어 있는 일종의 협조형(collaborative)에 속하는 것처럼 보이는데, 그 가운데서도 ‘동반자(partner)’ 모형보다는 ‘대행자(vendor)’ 모형에 보다 더 접근하는 것으로 분석된다. 이러한 대행자 모형은 상당한 제도적 견고성까지를 띠고 있어서, 현재와 미래의 공공과 민간 부문간의 관계 설정에도 상당한 영향을 미칠 것으로 예상된다. 연구의 제언으로는, 공공과 민간의 협력 특히 공공과 민간-비영리 부문간의 동반자적 협력관계의 모색이 필요하다는 점이 강조된다. 동반자적 협력체계로의 모형 구축을 위해서는, (1) 사회복지사업법을 비롯한 법적, 제도적 규범들에서 공공의 민간에 대한 통제 구조를 변화시키고, (2) 민간 서비스 조직들의 역량 강화를 통해 동반자로서의 지위 확보를 유리하게 하고, (3) 정부의 민간에 대한 지원방식을 변화시키는 것이 중요함을 밝힌다.
This study is to find what relationship the public and private sectors are forming in social welfare service delivery system in Korea. The data used for this study come from government expenditures and the foundation records of private non-profit organizations in social welfare services. The methods of analysis are basically descriptive, and a normal framework of analysis is applied to the data to find what theoretical model is best fit to the situation.
The results show that the discourse on 'privatization' influences social welfare service fields so that the scope and role of each sector -public and private- and the relationship between the sectors need to be changed. The change from 'vendor' model to 'partner' model is suggested to be the most appropriate direction, when there is a situation of intermingled development of public and private sectors. Three strategies are suggested to be appropriate for building partnership model between the public and private non-profit sectors: (1) changes on Social Welfare Service Act - loosening public control over the private sector, (2) strengthening private non-profit organizations - in order to balance the power in negotiating with the public sector, (3) changing the methods of public grant to the non-profit organizations - endowing more discretion to the recipient side or service producer while sustaining the ability of the public to plan, coordinate, evaluate, and control the outcomes.
