컴퓨터공학 기계를 통한 작업이 지적장애인의 인성에 미치는 영향 - 독일의 직업재활시설을 중심으로 -

전반적으로 일반산업체의 주문생산에 의존하고 있는 독일의 장애인직업재활시설은 일반사업체의 작업공 정과정의 자동화, 아시아·동유럽국가간의 가격경쟁으로 지속적인 일거리를 유지하는데 어려움을 겪게 되 었다. 이에 직업재활시설은 컴퓨터 자동화된 기계 특히, CNC(Computerized Numerical Control) 기계를 도입하여 부가가치가 높은 작업을 장애인근로자에게 제공하여 뚜렷한 수익성과를 보았다. 그러나 직업재활시설의 궁극적 목적인 장애인의 인성발달 및 촉진에 대한 성과는 불투명하였고, 지금까지 이에 대한 조사·연구도 거의 이루어지지 않았다. 본 연구는 이러한 이론적인 배경과 문제를 바탕으로, CNC 기계를 통해 자동화된 작업이 일반 수동기계로 수행되는 작업에 비해 직업재활시설의 핵심과제인 장애인의 인성 촉진에 미치는 영향을 알아보고자 하였다. 제기된 연구문제에 따라 직업재활시설 금속작업영역에 CNC 기계로 작업하는 지적장애인 35명(실험집단)과 일반 수동기계를 다루는 지적장애인 28명(비교집단)을 대상으로 이들의 주관적·객관적 작업환경과 인성을 조사하였고 두 집단간에 비교하였다. 이 밖에도 CNC 기계사용 유무에 따른 주관적·객관적 직무환경과 인성지표간의 연관성을 분석하였다. 연구결과에 의하면, 작업 수행 시 CNC 기계사용 유무에 따른 주관적 작업환경과 인성과 관련하여 미미한 차이를 보였으나 객관적 작업환경에는 뚜렷한 차이를 나타냈다. 그리고 CNC 기계사용 유무에 따른 주·객관적 작업환경의 차이는 두 집단간에 차이를 나타내는 인성에 영향을 미치지는 않았다. 본 연구결과는 컴퓨터공학 작업기계 사용만으로는 직업재활시설 장애인들의 인성촉진을 기대할 수 없음을 제시하였다. 따라서 이들의 전인성 발달을 위해서는 직업재활시설 상황에 적합하고 근로장애인 개인의 직업적 능력과 적성, 흥미를 고려한 직무설계가 개발되어야 한다.
In increasingly competitive markets the introduction of new technologies in the production
process, especially CNC (Computerized Numerical Control) technologies have become
indispensable for sheltered workshops. These applications offer job opportunities for persons with mental retardation, but also change the conditions of work. This article deals with the contribution of CNC technology, compared to conventional machines, on the personality development of the mentally disabled. An empirical study has been carried out at 6 sheltered workshops with 35 mentally retarded employees (quasi experimental group) who worked with CNC machines, and 28 employees (control group) with conventional machines. Both groups have been compared according to their perceived and objective conditions of work and their attributes of personalit. The results suggest that IT-based working equipment does not necessarily help to enhance the personality development of mentally retarded employees. These technologies must be accompanied by individual measures at the working place that comply with the needs, wishes and capabilities of the mentally retarded.
