Attitudes toward Social Welfare and Their Variances: The Roles of Political Ideology and Political Knowledge

본 연구에서는 2006년에 조사된 한국종합사회조사 자료를 이용하여, 정치적 성향과 정치적 지식이 정부의 사회복지 책임에 대한 지지도 및 지지도의 분산과 어떤 관련성을 맺는지를 분석하였다. 보건의료, 노인생활보장, 실업자 생활보장, 소득격차 완화, 일자리 제공, 무주택자 주거제공 등 6가지 정책영역 별로 이분산 서열로짓모델을 이용하여 분석하였다.
분석결과, 한국인들은 전반적으로 정부가 사회복지에 대해 중요한 역할을 수행할 것을 기대하고 있다. 그러나 정부책임에 대한 지지도는 정책영역 별로 차이를 보였다. 정치적 성향과 관련하여, 진보적일수록 다양한 사회복지 영역에서 정부의 책임을 지지하는 인식을 보여준다. 또한 진보적일수록 보수층에 비해 동질적인 인식을 하는 것으로 나타났다. 한편 정치적 지식은 사회복지에 대한 정부책임 지지도와 응답의 분산에서 일관된 특성을 보이지 않았다. 이는 사회복지의 여러 영역에서 제도의 성숙단계, 정부의 정책실행능력에 대한 신뢰, 정치적 쟁점으로 표출되는 사안 등의 차이에서 비롯될 가능성이 있다.
Using the Korean General Social Survey(KGSS) 2006, this study examines whether political ideology and political knowledge are associated with the level and variance of support for government responsibility for social welfare in following six areas: health care, elderly income security, unemployed income support, reducing income inequality, job creation, and housing.
Results show that Koreans respond that government should be highly responsible for social welfare with slight variation in the level of support in the six areas. The progressives support more positive roles for government in the provision of social welfare than do the conservatives. The progressives show more homogeneous recognition on social welfare than do the conservatives.
In contrast, political knowledge show mixed results in terms both of the level and the variance of support for the government responsibility. Differences in the developmental stages of polices, trust for government capability, and political issues might be associated with the inconsistent results.
