Current Practices and Tasks of the School-Based Enterprises Operation Model in Special Schools for Students with Disabilities

이 연구는 현행 특수학교 학교기업의 당면 과제와, 다양한 선행 적용사례를 분석하여 향후 학교 기업 토착화 가능성을 모색하여 학교기업 모델 개발의 방향성 제시하고자하였다. 이를 위해「특수학교 학교기업형 직업 훈련실」사업에 대한 실태 및 현황을 조사하고 지원요구를 파악하였다. 그리고 학교기업에 대해 선행 경험이 있는 장애인고용공단 산하 직업능력개발원의 성공사례를 분석하여 특수학교에 적용 가능한 학교기업에 대한 모델들을 유형화하고 이를 다각적인 시각에서 비교 분석하였다. 그 결과, 향후 학교기업으로의 전환을 위한 선결과제로「특수학교 학교기업형 직업훈련실」에서 적용 가능한 사업종목, 취업연계성, 학생선정, 교직원의 업무부담, 참여 학생 및 교직원의 보상책 미흡 등을 들 수 있었다. 그리고 특수학교 학교기업에 적용할 수 있는 학교기업 운영 모델로는 전이사업장 모델, 산학협동 모델, 기업체 납품형 주문생산 모델, 장애인 중심기업 모델을 제시할 수 있으며, 이에 대한 교육적, 경제적 관점에서 비교분석하였다. 이상의 결과를 종합 정리하여 특수학교 학교기업을 활성화하기 위해서 교육적, 행정적, 사회적 측면에서의 지원방안을 논의하였다.
This study was to suggest the ways in further improving the special school-based enterprise models by analyzing the models' current practice. We conducted in-depth interviews with special education teachers who were in charge of managing the school business models to scrutinized the current practices and to see what they wanted to improve the practices. Further, several successful cases of the school-based business models run by the Employment Promotion Agency for The Disabled and Vocational Rehabilitation Center were analyzed. Based on the analyses, school-based business models applicable to school schools for students with disabilities were categorized and elaborated their characteristics. The results showed that business categories, school-to-work connections, student selection for employment, teachers' work loads, and the compensation for participating students and teaching staff were selected as current issues of the school-based business models. The school-based business models that were applicable to the special schools were the transitional workshops, the cooperative system models, the delivery-focused order production model, and the disabled-centered model. All these models were compared to other models in the point of educational and economical stands.
