An International Comparison of Activation Policies for Single Parents

선진 복지국가에서 한부모 활성화 정책은 최근 하나의 추세로 부각되고 있다. 이 연구는 미국, 영국, 네덜란드, 노르웨이 4개국을 대상으로 한부모 활성화 정책을 비교 분석하였다. 비교 기준은 활성화 정책의 배경, 수단, 운영 방식, 돌봄 정책과의 상호 작용 등이다. 분석 결과 한부모 수급자의 복지 의존 완화와 경제적 자립이라는 공통 목표에도 불구하고 세부 정책 내용에는 상당한 차이가 있는 것으로 드러났다. 가장 두드러진 현상은 미국의 예외주의다. 미국은 거의 모든 면에서 나머지 3국과 차이를 보였다. 영국은 같은 자유주의 복지국가에 속하면서도 미국과 큰 차이를 보였는데 인종, 종교, 보편주의 요소 등이 이 차이를 설명하는 변수들이다. 네덜란드는 4개국 중 과거와의 단절이 가장 심한 사례로 판명되었다. 노르웨이는 미국과 대척점에 위치한 전형적인 노르딕 국가임이 확인되었다. 결론적으로 한부모 활성화 정책은 외견상 수렴하는 것처럼 보이지만, 실상은 많은 차이를 드러냈다. 이 차이는 부분적으로 복지체제의 영향 때문이고 개별 국가가 처한 현실도 일정한 설명력을 갖는다.
In the 1990s some Western countries launched activation policies for single parents on the state welfare. Among those are the US, the UK, the Netherlands and Norway. These countries apparently converged on both policy backgrounds and goals. This article compares these policies in terms of their backgrounds, instruments, mode of governance and the related childcare policies. In all four countries there is an increasing focus on promoting the so-called adult worker model. However, detailed analysis reveals that considerable differences exist among the four countries. In particular the author found the US an exceptional case. The US differs from the rest in almost all aspects. Even the UK, a similar liberal welfare state, was different from the US. Norway constitutes an exact opposite case for the US, showing the typical Nordic characteristics. Finally the Netherlands appears to have departed farthest from the past.
