Equity in Child Welfare in South Korea－Focusing on the Child Care Policy and the Welfare Policy for Children from Low-Income Families－

본 논문은 현행 아동 복지 제도 중 보육정책과 저소득층 아동복지정책을 중심으로 모든 아동의 삶의 질이 복지 사업을 통해서 공평하게 보장받고 있는지를 살펴본다. 현재 시행되고 있는 보편적 보육 정책은 평등한 분배의 원칙에 따른다. 모든 아동들이 건강하게 양육될 수 있는 기회를 제공한다는 측면에서 잘 의도된 아동 복지 정책이기는 하지만, 자세히 들여다보면 복지의 중요 개념 중 하나인 사회적 위험에 대비한 불평등 완화의 목적에 부합하지 않고 있다. 즉 보편적 복지 추구의 이면에 저소득층 아동들을 위한 지원이 상대적으로 소외되어 있다는 점에서 아동들은 부모의 재산과 사회적 신분 등의 차이에 따라서 사실상 지속적인 불평등을 경험하게 된다. 보육정책을 구성하는 사회경제적 담론들을 알아보고 지역？시설유형별 보육정책과 서비스에 대한 만족도 차이도 살펴본다. 그리고 시설유형별 보육의 질적 수준 차이와 이에 대한 개선책의 부재 등을 논한다. 또한 저소득층 아동복지정책에서 복지서비스의 질적 수준 향상과 종사자의 자질 향상 및 보수교육 강화 등의 필요성도 아동복지의 형평성 문제와 관련지어 설명한다. 따라서 본 논문은 보육정책과 저소득층 아동들을 위한 복지 프로그램에 관련된 현재의 복지 수준을 논함으로써 아동복지가 단지 평등한 분배원칙이 아닌 형평성의 관점에서 점검해보고자 한다. 이는 평등한 분배라는 그늘에 가려진 아동 복지의 이면을 통해서 현재의 아동복지 정책이 일정수준 소득보장, 사회적 위험에 대비한 불평등 완화 그리고 최상의 서비스 제공이라는 복지의 기본 기능에 얼마나 충실한지 되짚어보기 위함이다.
This paper examines whether the quality of life is ensured fairly for every child through the current child welfare policy, particularly focusing on the child care policy and the policy for children from low-income families. The present universal child care policy follows the principle of equal distribution. It is well-intended in that it aims to provide all children with the opportunity to have a healthy and sound development. However, when a close look is taken, the policy reveals that it does not meet the criteria of ‘welfare’ which aims to alleviate the state of inequality to overcome social hazards. In other words, the universal welfare policy puts relatively less weight on supporting children from low-income families. Therefore, low-income children would experience sustained inequality based on the economic and social capital that their parents possess. This paper focuses on the problems of the current child care policy and discusses the child welfare policy in respect to child care and education for children from low-income families. The current discourses constituting the child care policy and the difference in child care quality across different types of child care centers is discussed. The importance of enhancing the quality of the child care programs for children from low-income families is also emphasized in this paper. This leads to the discussion regarding the issue of inequity in child welfare which is hidden by the well-intended principle of equal distribution. Whether the current child welfare policy performs the basic functions of welfare, such as a guarantee of minimum standards, social protection in the event of insecurity, and the provision of services at the best level possible is reexamined.
