Investigating the Quality of Work in Korean Social Enterprises - An application of fuzzy-set ideal type approach -

초록
최근 사회적기업이 급속도로 성장하고 있는 가운데 일각의 지적처럼 ‘저임금 단기 일자리’로 전락된다면 제도적 정당성을 획득하기 어려울 수 있다. 사회적기업의 일자리 질은 사회적기업의 지속가능성을 높여주는 핵심적 요소이므로 현재 사회적기업이 고용된 근로자들에 대해 고용 안정성 및 사회적 평균 수준의 임금을 보장하고 있는가를 검토해보고, 앞으로 사회적기업의 일자리 질을 향상시키기 위해 보완되어야 할 부분은 무엇인지 구체적인 논의가 필요하다. 이에 본 연구는 국제노동기구의 ‘괜찮은 일자리’ 개념을 바탕으로, 퍼지셋 이상형분석(ideal-type approach)을 활용하여 적절한 소득, 적절한 노동시간, 고용보장, 양성평등 그리고 사회보장 측면에서 사회적기업의 일자리 질을 분석한 결과, 적절한 노동시간 측면과 양성평등 측면은 다소 괜찮은 것으로 분석되었으나 소득수준, 고용보장 및 사회보장 측면은 일자리 질이 다소 괜찮지 않은 것으로 분석되어 이는 앞으로 우리나라 사회적기업 및 정부가 근로자들을 위해 중점적으로 보완시켜야 할 부분임을 확인하였다.
The discussion on social enterprises in the Republic of Korea has been gaining much attention as the number of social enterprises is increasing. While there has been a discussion on the development of social enterprises focusing on the quantity, less attention has been given to the quality of work at these social enterprises. Some criticize social enterprises arguing that the work are becoming low paid and/or short-term employment and accordingly the role of social enterprises in providing alternative jobs in the labor market has been questioned. This paper attempts to evaluate the quality of work at Korean social enterprises based on the concept of ‘Decent work' suggested by the International Labour Organization with a fuzzy-set ideal-type approach. First the aspect of ‘Decent working hours' is suggested positively. Also considering the average gender wage gap between different genders in Korean social enterprises is fairly good. However, the evaluation exploiting the fuzzy-set ideal type approach suggested that the quality of work at Korean social enterprises should focus on improving the wage level, employment security and the social protection in order to provide a ‘Decent work' at the Korean social enterprises.
