본 연구의 목적은 우리나라 아동보호체계의 현황을 검토하고, 2001년부터2012년까지의 우리나라 아동보호체계의 성과를 분석하고, 이를 통하여 우리나라 아동보호체계의 향후 과제를 제시하는데 있다. 우리나라 아동보호체계의 현황은 「아동복지법」에서의 아동보호체계, 전국 아동보호전문기관의 설치？운영 현황, 아동보호전문기관의 업무, 아동학대사례의 업무진행 과정을중심으로 검토하였다. 아울러 우리나라 아동보호체계의 성과는 2001년부터2012년까지의 신고 접수 현황, 신고 접수 건수 대비 재신고율, 신고자 유형,신고 접수 경로 유형, 피해아동 보호율, 재학대 신고 사례 건수, 아동학대사례 유형, 학대행위자와 피해아동과의 관계, 피해아동 가족유형, 아동학대 사망아동 수를 중심으로 분석하였다. 우리나라 아동보호체계의 현황에 대한검토와 우리나라 아동보호체계의 성과에 대한 분석을 토대로, 본 연구에서제안하는 우리나라 아동보호체계의 향후 과제는 다음과 같다. 첫째, 「아동학대 예방법」의 제정이 필요하다. 둘째, 아동학대의 사후대처를 위한 아동보호체계의 구축이 필요하다. 셋째, 궁극적으로 아동학대의 사전예방을 위한 아동보호체계의 구축이 필요하다.
The purpose of this study was to review the current state of the child protectionsystem in Korea and to analyze its outcome between 2001 and 2012. This studyreviewed the current state of child protection system in Korea, which includes childprotection system under the 「Child Welfare Law」, the installation of childprotective agencies, the work of child protective agencies, and the work process ofchild abuse cases. In addition, this study analyzed the outcome of child protectionsystem in Korea between 2001 and 2012. This includes the number of child abusereports, the number of repeated reports, the type of reporter, the path type of reports,the protection rate of abused child, the number of abuse recurrence reports, the typeof child abuse cases, the relationship between abuser and the child victim, the familytype of the child victim, and the number of fatal child abuse cases. As a conclusion,this study suggests the followings: First, 「Child Abuse Prevention Law」 needs tobe enacted. Second, child protection system for post intervention needs to bedeveloped. Finally, child protection system for prevention needs to be built.
