한국은 보육료를 전액 지원하면서도 아동수당은 왜 도입조차 못 하는가?라는 물음으로부터본 연구는 출발하였다. 이 같은 의문으로 시작하여 현금 지급과 보육서비스를 제공하는 전반적인 가족정책들의 결정 과정을 조명함으로써 제도 간 발생한 격차의 원인을 규명하고자 하였다. 이를 위해 소득권과 노동권을 기준으로 한국 가족정책 형성에 영향을 미치는 주요 정책행위자들의 입장을 군집분석으로 분류하고 정책공간에서 분석했다. 분석 결과, 대다수 정책행위자들의 가족정책에 대한 선호는 관대해진 것으로 나타났다. 다만 좌파는 소득권/노동권모두 관대한 입장이지만, 우파는 노동권에 더 무게를 두는 것으로 드러났다. 본 연구에서는대다수 행위자들이 관대한 가족정책 입장을 견지하게 된 요인으로 신사회적위험의 발현과선거 쟁점으로 보편적 복지 이슈가 등장했던 경험이 영향을 미쳤다고 보았다. 그리고 노동권/ 소득권에 격차가 발생한 요인으로는 우파들이 신사회적 위험을 성장주의 담론으로 해석하는경향으로 파악했다. 이를 토대로 향후 전개 과정을 전망해보면 신사회적위험이 계속 심화될경우 가족정책 확대 담론은 탄력을 받을 것으로 전망했다. 또 노동권 확대는 좌·우 의견접근으로 사회적 합의가 수월했지만 소득권은 우파 세력들의 회의적인 시각 때문에 확대가 어려웠으며 향후에도 반복될 가능성이 클 것으로 전망했다. 따라서 노동권만큼 소득권이 확대되기 위해서는 소득권에 대한 우파들의 지지를 이끌어 내는 것이 중요해 보인다.
This study started from the question“Why Korea is enforcing the Free Child Care Policy, but why not introducing the Child Allowance? Starting with the question, this research is investigating decision procedure of overall Korean family policy as the cause of the imbalance in providing cash benefit and childcare service. In terms of income rights and labor rights this study analyzed influence the main policy actor's position in forming a Korean family policy. Also, through the cluster analysis, classified the policy actors who were in the similar position. Result of the analysis, most of policy actor's preference of family position seems to become generous. The labor world and the left wings were both generous in income rights and labor rights, but the right wings were putting more value on the labor rights. The reason why most of the actors preference for the family policy is generous is that new social risks and welfare issue have become determinant election issue. Furthermore, the reason for the gap between the labor rights and income rights is that right wings were tend to interpret new social risk as principle of growth discourse. Also, the expansion of labor rights was easy by left and right wings' social consultation, but income rights were having difficulty in expansion because of right wings' skeptical perspective and predict that it will reoccur. As a result, to have a sense of balance in income rights and labor rights, drawing support from right wings through proliferation of income rights discussion seems to be important before anything else.
