Characteristics of family and lone parent policy in France : focusing on its explicitness and comprehensiveness

본 연구는 가족 친화적 국가의 대표적 국가인 프랑스 가족 복지 정책이 보이고 있는 명시적 성격과 포괄적 성격의 특징 규명을 통해 한국에 줄 수 있는 함의를 도출하는 것으로 목적으로 하고 있다.
연구 결과 첫째, 프랑스 가족 정책의 명시적 성격은 법적, 제도적 측면에서 여타 국가에 비해 강하게 나타나는 것을 알 수 있었다. 1946년의 헌법 조항, 1939년의 가족 법전, 이후의 가족 및 공적 부조법전 등 기본법, 일반법의 명칭 사용, 가족 수당 공단의 설립 운영 등이 이의 대표적 사례이다. 둘째, 프랑스 가족복지정책의 포괄적 성격은 다양한 소득 지원 정책을 통해 뚜렷하게 드러나고 있다. 즉 다양한 가족부양 급여제공을 통한 직접적 소득 이전, 그리고 조세 제도를 통한 간접적 소득 이전 등을 통한 가족의 소득 보장이 포괄적 정책의 핵심에 있다. 뿐만 아니라 여성의 가족 책임과 경제 활동 간의 양립성을 추구의 목적으로 실시되고 보육 정책 또한 포괄적 성격의 대표적 사례이다.
프랑스 사례의 분석을 통해 본 연구는 한국에 줄 수 있는 시사점으로서 가족 복지 기본법의 마련, 가족 복지 정책의 목적에 대한 논의의 활성화, 포괄적 보육 정책의 필요성 등을 제시하고 있다.
The purpose of this study is to find significations which is important for the development Korean family social welfare, through analysis about the characteristics of family and lone parent policy in France, considered as the representative family-friendly state. Particularly, this study focuses on the explicitness and comprehensiveness of related policy.
The major findings of this study is as follows.
First, the explicit character of French policy relative to family and lone parent manifests itself in the legal and institutional domain. For example, the Constitution clause in 1946 in behalf of family welfare, the utilization of term and the contents in family fundamental law (code de la famille) and public assistance law, and the institution of family allowance (Caisse d？Allocations familiales) are the typical examples which show the explicitness of policy
Second, the comprehensive characteristic of policy comes out clearly in the diverse income support policies. There are, at the core of comprehensive policy, the direct income transfer policy through the provision of diverse family allowances and the indirect income transfer policy by the tax scheme for families. And also the child-care policy can be considered as typical example of family policy？s comprehensiveness, by carrying out diverse measures under the purpose of the compatibility of woman？s family obligations and employment.
Finally, through analysis of French case, this study suggests the enactment of fundamental law on family welfare, the active discussion on the family welfare objectives and carrying out of the comprehensive child-care policy.
