노인복지정책이 효과적이고 효율적으로 계획되고 진행되기 위해서는 그 대상이 되는 노인들의 가치관과 태도에 관한 이해가 필수적이다. 그럼에도 불구하고 이를 파악하려는 체계적인 노력과 관심은 부족한 형편이다. 본 연구는 지난 10년간 한국 노인들의 노후부양관이 어떻게 변화해 왔으며, 노인들 내에서 노후부양관의 차이는 어떻게 나타나는지를 파악하려는 목적을 가진다. 이를 위해서 한국보건사회연구원이 1994년과 2004년에 실시한 노인조사자료를 활용하였으며, 노후부양관은 노인들이 바람직하게 여기는 노후부양주체에 대한 태도를 통해 접근하였다. 노인들의 노후부양관은 크게 가치규범과 현재의 사회적, 경제적, 인구학적 자원 등에 의해 차이가 난다는 기존 논의에 근거하여, 본 연구에서는 이를 나타내는 다양한 노인특성과 시기를 주요 설명변수로 설정하였다. 가족책임에 대비한 개인책임 강조와 사회적 책임 강조 경향을 분석한 결과 대체적으로 노후부양주체에 대한 태도는 가치규범과 자원을 나타내는 변인에 따라 다르게 나타남을 확인할 수 있었다. 또한 노인들의 특성을 고려한 상황에서도 지난 10년간의 태도변화는 분명한 것으로 나타났다. 이와 더불어 아들유무, 거주지역, 경제적 자원에 따른 노인들간의 태도 차이는 시간의 흐름에 따라 약화되는 것으로 나타났다. 이 같은 결과들은 앞으로의 노인들은 가족책임이라는 전통적 노후부양관에서 탈피할 뿐 아니라 노인집단간 차이도 적어질 것임을 제시한다. 다만, 가족책임으로부터 벗어난 노후부양관이 개인책임과 사회적 책임 중 어느 방향으로 진전될 것인가에 대해서는 더 많은 논의와 연구가 요구된다.
In planing more effective and efficient welfare policies for the elderly, it is required to gain better understanding of the attitudes and values that the elderly hold. Nonetheless, there has been little research on such issue. This study attempts to explain whether and how the attitudes of the elderly are different across social groups and across time. Using the surveys on Korean elderly conducted by Korea Institute for Health and Social Affairs in 1994 and 2004, the study examines the extent to which the elderely themselves view family, self or the state as a desired source of support. The multinomial logit model analysis reveals that the views of old age support differ by the current resources as well as sociodemographic characteristics of the elderly parents. Also, regardless of individual characteristics, the attitude itself has significantly changed during the decade. Furthermore, the effects of some characteristics such as absence of a son, residential area and income sources has diminished over time. These results suggest that the elderly in the near future will emphasize self-responsibility and state-responsibility as well, while it is still unknown on which they will put more emphasis.
