이 논문은 기존 연금제도의 기본적 틀을 그대로 유지하면서 재정안정화를 도모하는 노무현 정부의 모수적 개혁안이나 국민연금 이원화와 기초연금제 도입을 주장하는 한나라당 안이 모두 (초)고령사회에 적합한 최적의 대안이 되지 못하고 있다는 문제인식에서 출발하고 있다. 따라서 대안으로 스웨덴과 이태리를 참고사례로 하여 NDC소득비례연금과 보충급여형 기초보장연금제도의 도입을 주장하며, 한국에 적용하는 데 필요한 구체적인 개혁전략을 논하고자 한다. 이를 위해 본 논문은 크게 네 부분으로 구성되어 있다. 첫째, 연금제도를 둘러싼 환경변화와 구조적 개혁의 필요성을 간략히 논하고 시대변화에 부응하는 제도개혁의 원칙과 방향을 제시한다. 둘째, 한국에서 현재 논의되고 있는 연금개혁안을 비교분석한다. 셋째, ‘NDC소득비례연금+기초보장연금’에 입각해 한국연금제도의 개혁모형과 추진전략 등을 제시한다. 넷째, 이의 장·단점을 정책적 합리성과 정치적 합리성 측면에서 기존 개혁모형과 비교·평가하고, NDC소득비례연금과 기초보장연금이 다른 연금개혁모형과 비교해 보았을 때, (초)고령사회에 재정적으로 지속가능하면서 사회보장원칙과 경제친화성, 그리고 연금제도간 형평성을 높일 수 있는 대안임을 주장한다.
This study, critical of the current two pension reform models proposed by the Roh Moo Hyun government and the main opposition party, Grand National Party, designs an alternative pension reform model based on the Swedish system composed of NDC earning-related pension and guaranteed pension. Also, it suggests reform strategies and directions for pension fund management. This study consists of four parts. The first section deals with the changing environment surrounding the Korean pension system and sets principles and directions for pension reform. The second part analyses the current competing pension reform models and reveals limitations of each reform model. The third part proposes an alternative reform model based on NDC earning-related pension and guaranteed pension. The final section analyses the merits of the new reform model in terms of financial sustainability, redistribution, equity, and economy-friendliness, and concludes with emphasis on the rearrangement of state responsibility and the need for transparency in the reform process.
