New Social Risks and Risk Management in Korea:Redesign of Welfare State

세계화의 압박이 가속화되면서 사회경제적 변화는 노동시장 및 가족구조의 변화, 환경오염, 기후변화 등 다양한 형태의 사회적 위험을 가져왔으며 이로 인해 사람들의 삶은 더 위험해 지고 있다. 그 동안의 사회적 위험은 실직, 질병 혹은 장애와 같은 산업사회에서 노동력 상실과 관련된 위험 등으로 위험관리체계로서 사회복지정책에 의해 일정부분 사전사후 안전망역할을 하였다. 그러나 후기산업사회사회에 들어오면서 노동시장 유연화에 의한 고용불안정의 증가로 인해 근로빈민, 청년실업 등은 새로운 위험집단으로 부상되고 있다. 또한 기업의 해외이전 및 지구적인 임금경쟁으로 지식기술자까지 고용의 불안정을 보이고 있다. 그리고 환경오염, 생태계파괴, 지구온난화 등으로 인해 사람들의 일상생활의 위험이 증가되고 있으나 노동시장을 중심으로 한 사회복지정책은 환경관련 위험에 대해 대응체제를 갖추지 못하고 있다. 나아가 여성의 노동시장 참여가 증가함에 따라 가족 내에서 아동과 노인에 대한 돌봄은 한계를 보이고 있거나 아니면 돌봄에 대한 여성의 1차적 책임은 여성의 노동시장 접근을 제한하고 있다. 이러한 새로운 사회적 위험은 현재의 사회보장시스템은 안전망으로 작용할 수 없게 되었다. 사회적 위험관리체계로서 복지국가는 재정위기가 아닌 위험의 위기의 형태를 띠고 있다. 본 연구에서는 새로운 사회적 위험에 대한 위험관리전략을 모색해 보고 최근 한국의 위험관리체계로서의 사회복지정책을 고찰하였다. 전반적으로 한국의 위험관리체계는 기존의 사회적 위험에 대한 안전망 역할을 하지 못하고 있으며 여기에 부가된 새로운 사회적 위험에 대한 위험관리는 거의 이루어지지 않고 있다. 위험전략을 위험예방, 위험감소, 위험극복으로 나누어 볼 때 위험에 대한 사전예방보다는 빈곤층을 대상으로 한 위험극복에 머물고 있어 사후예방에 중점을 두고 있다고 하겠다.
As oppression of globalization is accelerated, the social-economic changes give rise to different social risks such as the changes of labour market and family-structure, environmental pollution, the change of season, and so on. That is why people's lives are much more dangerous than before. The old social risks served as a certain degree of safe net before and after dangerous matters according to the social welfare policy, namely, the system of social risk management. The system, in fact, took charge of risks related to the loss of labour-ability like unemployment, diseases, and disability in the industrial society. The working poor and the unemployed young men, however, come out as new dangerous group because of increasing of employment-instability by labour market flexibility in the post industrial society. People are in more dangerous daily-lives owing to environmental pollution, destruction of ecology, global warming. Moreover, as women's participation in labour market increases, caring for children and the old men in family reveals limits. Or women are limited by approaching to labour market because they assume the primary responsibility for caring. The present social security system can work as the safe net for new social risks no longer. Judging from the viewpoint, the welfare nation as the system of social risk management comes to the crisis of risk. The study seeks the risk management strategy for new social risks, and then examines the recent social welfare policy as the system of risk management in Korea. Considering from dividing risk strategy into ‘risk prevention,’ ‘risk reduction,’ and ‘risk coping,’ the risk strategy handles rather ‘risk coping’ whose target is the poor class than ‘risk prevention.’
