20세기 이후 장애에 대한 사회적 대처의 역사는 분리와 통제에서 지역사회 참여를 증진시키는 방향으로 변화해 왔다. 한국의 경우에도 최근 30년간의 변화는 이런 맥락에서 설명될 수 있다. 장애관련 입법들을 통해서 보면, 한국의 장애담론은 보호, 훈련, 제한적인 경제적 지원, 제한적인 사회적 지원 등의 단계를 거치면서 발전해 왔다. 그러나 이런 변화는 한국 사회의 대중 담론의 변화에 기초를 두지 못했기 때문에, 외형적인 발전에도 불구하고 그 내용면에서는 파편적이고 제한적이라는 한계를 지니고 있다. 향후의 장애담론은 대중 담론과 결합하면서 장애관련 제도의 통합적인 발전을 견인할 수 있는 방향으로 전개되어야 한다. 현재 논의되고 있는 정상화, 사회적 모델, 자립생활 등의 담론은 인권 담론이라는 보다 보편적이면서 대중적인 친화력을 가지는 틀로 통합될 필요가 있으며, 이를 기초로 하여 도덕적·운동적 접근과 법적 접근이 체계적으로 전개될 필요가 있을 것이다.
The purpose of this study is to describe disability discourses related to transition of Korean welfare for disabled people and search for alternative discourse corresponding with the wider social context.
During the 20th century, social response on disability has changed from the social segregation and control to the enhancement of social participation. In recent development of social welfare for disabled people in Korea, this context also can be adopted. Seen from the legislations related to disabled people, changes of the disability discourse in Korea can be explained by the four stages: institutional custody, rehabilitation and training, limited economic support and limited social support.
But these changes didn't have any connection with the wider society's discourse. This lack of social approval leads to fragmented and limited disability services, despite of legislative development of social welfare for disabled people. So the alternative disability discourse should be closely combined with the wider society's discourse and be able to guide systematic and universal development in disability policies. Recent disability discourses which include normalization, social model, independent living are to be replaced and integrated to human right discourse which is familiar with the wider society. On the basis of human right discourse, systematic ways in which social attitudes for disabled people and disability movement as well as the legislative arrangements for disabled people are considered can be explored.
