초록
IMF 이후 한국 사회의 이슈 중 하나는 소득불평등이다. 지난 세기에 비해 불평등도가 높아진 것은 사실이나 외국의 그것과 비교하여 심각한 수준이 아니다. 아니 소득이전 전의 소득불평등도는 어느 나라보다도 낮다. 하지만 한국 사람들은 사회 불평등에 대해 매우 예민한 반응을 보이고 있다. 이는 한국인의 의식에 자리 잡고 있는 평등주의 때문이다. 롤즈의 정의론은 최소 수혜자에게 최대 이득이 주어지는 한에서 사회경제적 불평등이 용인된다고 한다. 롤즈의 정의론을 한국 사회복지와 연결시킬 때 핵심은 어느 정도가 최소 수혜자에게 최대 이득이 주어지는 정도인가를 찾는 데 있다. 사회복지정책이 그 사회 구성원의 의식과 이념을 반영하는 것이라면 한국 사람이 용인하는 불평등 정도와 복지이전지출 정도는 한국 사람의 의식과 이념에서 찾아야 할 것이다. 이런 작업은 규범적이고 이론적인 롤즈의 정의론을 구체적인 정책과 만나는 장을 발견하는 것인 동시에 이론이 정책으로 나타날 수 있는 근거를 마련하는 일이다.
One of the major social issues that have emerged in Korea in the wake of the 1997 financial crisis is income inequality. Although it is true that income inequality has worsened in Korea compared with 20th century, the Korean conditions are not particularly poor compared with other countries. Rather, Korea’s level of income disparity before income shifting ranks as one of the lowest in the world. However, Korean people are highly sensitive to social disparity. It is because of the egalitarianism that has deep rooted in Korean society. Rawls insisted his Theory of Justice that social and economic inequalities should be arranged so that they are both to the greatest benefit of the least advantaged persons. Now, key in applying Rawls’ theory to the Korean welfare system is to define which levels of income inequality and income transfer are appropriate to achieve the greatest benefit of the least advantaged persons. If we say a nation’s social welfare policies reflect the ideology and mindset of the members of society, the levels of income inequality and income transfer should be determined based upon the ideology and mindset of the Korean people. In this process, we can find that ideology and mindset are the very foundation in determining the levels that will effectively utilize Rawls’ Theory of Justice in the policy-making, while laying the stepping stones for the Theory to contribute to tangible Korean welfare policies.
