본 연구는 우리나라의 노숙인복지를 주거복지와 주거지원의 관점에서 살펴본 것이다. 우리나라의 노숙인복지체계는 시설중심의보호체계를 구축해왔으나 노숙인복지체계가 의도한 지역사회복귀라는 효과를 거두지 못하고 있다. 시설중심체계는 노숙인을 특정 취약집단으로 범주화해 온 관점과 관련되는데, 본 논문에서는 주거배제의 관점에서 주거취약성의 연속선상의 한 위치로 노숙인을 조망하는 관점을 제기하고 있다. 우리나라의 사회복지에서 잘 다루지 않고 있는 주거복지와 주거지원서비스에 대한 논의를 소개하였다. 우리나라의 노숙인복지에서도 점차 주거지원의 특성을 많이 가지는프로그램을 도입하고 있는데, 기존의 시설 프로그램을 포함하여 대표적인 것으로 노숙인 쉼터, 상담보호센터, 임시주거비지원프로그램, 운영기관을 통한 매입임대주택 프로그램의 네 가지를 제시하여각 프로그램의 성격을 비교하였다. 본 연구에서의 논의를 통해 주거취약성 자체를 규범적 욕구로 설정하는 주거복지의 관점을 보다 적극적으로 수용해야 할 필요성, 노숙인 주거지원사업에서 사례관리를 보강하고 탈배제적 사회복지실천 방법을 통합할 것을 제안하였다.
This article is to review the welfare system for the homeless in Korea from the viewpoint of housing exclusion. Korean homeless assistant system was focused on accommodation facility but had little effect on rehabilitation and independent living of the homeless. Taking the homeless for isolated category from general population in Korea was responsible for accommodation facility centered approach. To the contrary, in the social exclusion perspective, the homeless could be regarded as a point on contiuum of the housing exclusion. Housing welfare, community residence welfare, supportive housing strategy were discussed as relative issues. Recently, a few housing assistant programs for the homeless were introduced in Korea. Four programs - homeless shelter program, drop-in center program, temporary housing rental subsidy program, public rental housing program for the homeless - were identified as representative housing assistant program for the homeless in Korea. And distinctive characteristics of these programs were analyzed and compared. It was suggested that housing exclusion itself should be considered as normative needs in the social welfare system. Assertive case management and anti-exclusion social work practice in the supportive housing program for the homeless were emphasized as a practical issue.
