본 연구는 저소득층 취약계층 보호를 위한 가장 핵심적인 활성화전략의 하나인 직접일자리창출(direct job creation)사업을 중심으로현재의 활성화 정책의 발전방향을 비판적으로 고찰하고자 하였다.
최근 활성화 정책 논의에서 정부 정책은 사회적 기업이나 자활사업등의 창업형이나 영미식의 취업우선 시장연계형 사업에 초점이 되고 있다. 직접일자리창출사업은 예산 및 규모 면에서 실질적으로 정부 일자리 사업의 핵심을 차지함에도 불구하고 학문적 관심이 미흡하였다. 이에 본 논문에서는 공공의 생산성을 높이고, 개인에게 고용가능성과 소득을 높이는 기제로서의 직접일자리창출사업의 유용성을 재조명하고, 현재 시행되고 있는 직접일자리창출사업의 발전 가능성을 조망하였다. 이를 위해서 먼저 직접일자리창출사업의 개념과영역을 이론적이고 비교적 관점에서 분석하였으며, 이어서 한국의직접일자리창출사업 정책의 현황을 비판적으로 검토하였다. 마지막으로, 직접일자리창출사업이 제대로 정착하기 위해서 어떤 요소들이고려되어야 하는지 정책적 제언을 시도하였다. 이러한 논의를 통해서 본 논문은 직접일자리창출사업이 향후 중요한 활성화 정책의 옵션이 될 수 있음을 주장하며, 나아가 시장이 아닌 공공부문에서 노동에 대한 유효한 수요를 창출하고 사회적 자산을 효과적으로 형성하는 담론 형성에 기여할 것으로 기대한다.
This paper aims to take a fresh look at direct job creation programmes as an important component of activation policies. In current discussion, academics and Korean government have paid much attention to start-up incentives and the liberal notion of labor market attachment strategy for activating low-income unemployed people.
However, the direct job creation policy has been relatively neglected by the research community despite the fact that it occupies significant portion of the current active labor market policies. In this context,this paper analyses the usefulness of the direct job creation policies and argues that the direct job creation policy could be useful for enhancing both the productivity of public sectors and the employability and income of the unemployed. This paper examines the definition and the scope of the direction job creation policy and review current direct job creation programmes in Korea. Finally, it draws some policy implications about future policy reforms in order to make the direction job creation policy more effective and sustainable
