본 연구는 조직정체성 이론 및 할당모델이 제안하는 바에 따라 현재 수행중인 사업을 중심으로 서울시 노인복지관 역할의 중심성과 고유성을 밝히려는 목적으로 수행되었다. 연구목적을 위해 노인복지관의 핵심사업을 조사했으며, 이들 사업의 몰입도, 준비도, 숙련도, 효과도, 중요도를 분석하고 여타 노인복지서비스 제공기관과 비교하였다. 본 연구는 사회조사연구로 설계되었으며 서울시 노인복지관 실무자 322명, 노인기능특화복지관 실무자 45명, 인생이모작지원센터 실무자 19명으로부터 자료를 수집하였다. 분석결과 노인복지관의 핵심사업은 평생교육, 재가복지, 사회활동지원, 건강증진 및 기능회복사업으로 나타났다. 노인복지관은 사회활동지원사업에 가장 높은 몰입도를 보였으며, 건강증진 및 기능회복사업에 가장 높은 준비도와 숙련도를 보였다. 노인복지관은 인생이모작지원센터 및 노인기능특화복지관과 비교해 평생교육사업에서의 고유한 특성은 없었다. 재가복지사업에서는 비교기관 보다 대상자 발굴의 중요도를 높게 인식했으며 자원 발굴과 연계의 효과도가 높았다. 사회활동지원사업은 비교기관 보다 대부분의 차원에서 높은 수준을 보였다.
The purpose of presented study was to identify centrality and distinctiveness of roles for senior centers in Seoul based on the theoretical notions from organization identity model and allocation model . Data from 322 workers of senior centers, 45 workers of community centers focusing on services for seniors, 19 workers of centers for third age were analyzed. Results revealed that centrality of roles for senior centers was continuing education, meal delivery and house keeping services for community dwelling low income seniors, services for promoting social participation, and physical rehabilitation and health services. Senior centers were distinctive in higher level of importance perceived by workers for reaching to recipients and higher level of effectiveness for connecting resources with recipients of meal delivery and house keeping services for community dwelling low income seniors. However, there was no significant difference in continuing education for seniors among organizations.
